MHP's Baki Ersoy: The SDIF does not have the authority to manage 2 clubs in the same league

MHP Kayseri Deputy Baki Ersoy spoke during the deliberations on the draft law regarding amendments to certain laws at the TBMM General Assembly.

Making statements regarding the agenda during his speech, Ersoy said, "The regulations in the second part of the proposal we are discussing contain important provisions for supporting production, encouraging technology entrepreneurship, strengthening the registered economy, and making the financial infrastructure more competitive.

With the regulations in the proposal, it is aimed to support our institutions operating especially in the fields of production, investment, technology, and finance. I would like to express that we find it important to strengthen the production-oriented approach to make economic growth sustainable.

One of the important headings of the proposal is the regulation regarding the application of a 12.5 percent discount on corporate tax for the earnings obtained exclusively from production activities by institutions that hold an industrial registry certificate and are actually engaged in production activities, as well as institutions carrying out agricultural production activities. This approach, which prioritizes production, will increase the investment motivation of our industrialists, contribute to the strengthening of production capacity, and yield positive results in terms of employment.

It is extremely valuable to support our producers, especially in a period when production costs and global competition are felt intensely. On the other hand, including institutions engaged in agricultural production in this scope is an important step in terms of supporting agricultural production, protecting our producers, and strengthening food supply security. Supporting every segment that produces also has a strategic importance for the economic independence of our country. On the other hand, with the regulation that the existing discounts for export earnings will not be applied additionally for institutions benefiting from the said discount, it is aimed to create a more balanced and systematic structure in the tax system," he said.


Stating that economic competition in the world is shaped not only by production but also by technology and digitalization, Ersoy said, "With the 11th article of the proposal, important steps are also being taken for the technology and entrepreneurship ecosystem. It is aimed to facilitate access to financing for innovative ventures with regulations regarding convertible debt contracts of non-public companies that have the techno-entrepreneur badge issued by the Ministry of Industry and Technology. Today, economic competition in the world is shaped not only by production but also by technology, innovation, and digitalization. For this reason, we find it extremely valuable to support our young entrepreneurs, technology-focused companies, and innovative projects. On the other hand, exempting entrepreneurs who operate within the scope of technology development zones and have the status of digital companies from chamber registration and annual dues payments from the date of establishment will also reduce the financial burden on our entrepreneurs, especially at the initial stage. We believe that these regulations will contribute to our young entrepreneurs staying afloat more strongly, increasing new investments, and developing our production capacity in the field of technology. One of the important headings of the proposal is the regulations for the Istanbul Financial Center. It is envisaged to expand the scope of the income tax exemption for personnel employed in institutions operating in the Istanbul Financial Center and who have certain professional experience abroad. Attracting qualified human resources to our country is important in terms of the knowledge, international competitiveness, and service quality of our financial sector. We consider it important to support qualified personnel, especially in terms of achieving a strong position in global financial markets. On the other hand, extending the duration of the corporate tax discount provided to Istanbul Financial Center participants until 2047 and increasing the exemption period for financial activity fees will also strengthen the long-term environment of trust for investors," he said.

'THEY SAID WE DIDN'T KNOW'

Touching upon the betting and match-fixing operations in the Super Lig, Ersoy said, "The Turkish Football Federation launched betting and match-fixing operations in October, and thus, the accounts of thousands of football players and hundreds of our referee friends, starting with players and referees, were examined along with their Turkish ID numbers. As a result of these examinations, there were individuals who received certain administrative and judicial penalties. However, since this issue came to the agenda in this way for the first time in Turkey and in the middle of the league, many of our football teams were victimized. Especially in the lower leagues, it was determined that 18 football players of a football team with 25 players played these games on some betting sites of our state by entering their own Turkish ID numbers, and they received administrative penalties; some received a three-month ban from sports, some six months, and some twelve months, unfortunately. When we asked these football player brothers, 'Why did you do such a thing?', they unfortunately said, 'We didn't know,' they did it out of ignorance; otherwise, I don't think anyone would commit a crime by entering their own Turkish ID number. I had personally conveyed this to our Minister, Minister of Sports Osman Aşkın Bak, in our Planning and Budget Committee at that time. When 17 out of 25 players in lower clubs, in lower leagues, especially in the 3rd League and 2nd League clubs, received bans from sports, the whole balance was disrupted. Club presidents say this: 'We made transfers, okay; the league started; okay, the Turkish Football Federation, which gave the license for this league, gave it to the players, these players started playing, but something like this happened in the middle of the league. Our teams already receive 6-7 million TL per year from the federation from the structure we established, but very large budgets are required. It went in a different direction from the structure we established,' they complained and said that there was an injustice here," he said.

"ANNOUNCED BEFORE THE LEAGUES ENDED"

Stating that the SDIF cannot manage two separate clubs in one league, Baki Ersoy continued his words as follows: "In addition, there was an operation launched by our Istanbul Chief Public Prosecutor's Office on February 20, there was an investigation, our Istanbul Chief Public Prosecutor's Office also announced it. It said: '33 managers have bet against their own teams.' We said to the Turkish Football Federation one day later: 'Hey, who are these 33 managers? Which clubs are they managers in, announce them. These are clear in instruction 56; either you will deduct 12 points or you will relegate them from the league, do this,' but unfortunately, the Turkish ID numbers have not arrived for three months. Today, the Turkish Football Federation made a statement saying, 'It arrived today,' but it is very interesting, the league was registered one day before. There are 18 Super Lig clubs. If these 18 football clubs have fifteen managers each, you can check 270 people in one day. When it turns out that they bet, when there is a 12-point deduction, when there is relegation from the league, what kind of league ranking will await us? Regarding this, our Chairman, our elder, Mr. Devlet Bahçeli, expressed a will saying, 'Let it continue with 21 clubs in the 21st century.' This was for this: If there is such chaos in the betting and match-fixing environment this year, he made such a prediction twenty days ago so that no one would be subjected to injustice, and he said this before the leagues ended, before those who were relegated and those who were promoted were even determined. But of course, we conveyed this to the federation. Yesterday, unfortunately, the Turkish Football Federation expressed such a will before the leagues were finished in a hurry, before the last team to be promoted to the Super Lig was determined, that is, before the Çorumspor and Erokspor match was completed, before it was determined whether Erokspor or Çorumspor would be promoted. We are people who have supported the Turkish Football Federation as people who love football, we are supporting it, and of course, we respect the decisions taken, but there are also facts in the middle. For example, there are 2 clubs managed by the SDIF, Eyüpspor and Kasımpaşa. The SDIF does not have the authority to manage 2 clubs in the same league. They have managed 2 clubs for twenty days, we say that both clubs should be relegated, we say the law says so."
