MHP Group Deputy Chairs Akçay and Kılıç: We view this political conspiracy as a hand reaching out to the honor of the Veteran Parliament and we condemn it

MHP Group Deputy Chair Erkan Akçay, regarding the reading of the Constitutional Court (AYM) ruling on Can Atalay—a convict in the Gezi Park case whose parliamentary membership was revoked—by Deputy Speaker of the Parliament Gülizar Biçer Karaca at the TBMM General Assembly, stated: "We invite the Speaker of the TBMM to exercise the powers granted by the Constitution and the Rules of Procedure regarding the abuse of office by CHP Deputy Speaker Gülizar Biçer Karaca and Clerk Member Sibel Suiçmez."

MHP Group Deputy Chairs Akçay and Kılıç: We view this political conspiracy as a hand reaching out to the honor of the Veteran Parliament and we condemn it

MHP Group Deputy Chairs Erkan Akçay and Filiz Kılıç reacted on their social media accounts to the reading of the Constitutional Court's ruling regarding Can Atalay by Deputy Speaker Karaca in the General Assembly.

Erkan Akçay assessed the situation, stating, "Today in the TBMM, we witnessed another example of a CHP provocation that seeks to take TİP member Can Atalay out of prison and bring him to Parliament, despite there being a finalized conviction against him."

Stating that the reading of the Constitutional Court's ruling—which was published in the Official Gazette 17 months ago on October 27, 2023—in the General Assembly as a fait accompli, while ignoring the established procedures and principles of the Parliament, is a dangerous attempt against democracy and that this behavior is a manifestation of "a base mentality not even seen during junta periods," Akçay expressed that this attitude of Karaca is an irregular and disrespectful attack against the institutional identity and traditions of the TBMM.

Akçay included the following statements in his declaration:

"The unlawful and arbitrary attitude displayed by CHP Deputy Speaker Gülizar Biçer in the TBMM General Assembly is an act of disrespect and a malicious attack that is completely contrary to the Parliament's Rules of Procedure, democratic traditions, and the institutional structure of our Parliament. This attitude is the action of a junta mentality and is a putschist behavior. This attitude is an insidious and diabolical attempt to cripple the will of the Parliament. The speech made is in the nature of a pirate declaration and is void in every respect. This insolent and unlawful act by the relevant Deputy Speaker has been recorded in the CHP's criminal record as a black mark aimed at damaging the functions of the Parliament. We strongly condemn this tyrannical approach that ignores the internal functioning and institutional structure of the TBMM."

Stating that Deputy Speaker Karaca clearly violated constitutional boundaries and the Rules of Procedure, Akçay expressed that Karaca did not suspend the session even though the Bureau was not formed in the General Assembly.

Stating that it is a provision of the Rules of Procedure that no matter not placed on the agenda by the Speaker of the TBMM can be presented to the General Assembly, Akçay pointed out that the Deputy Speaker had no authority in this regard. Akçay noted the following:

"Despite these clear provisions of the Rules of Procedure, CHP's Gülizar Biçer Karaca has abused her office and exceeded her authority. In this state, it is impossible for CHP's Gülizar Biçer Karaca to sit in the Parliamentary Bureau chair as an impartial figure and carry out the duties of Deputy Speaker. The CHP shows that it has no values or standards left with its behaviors aimed at creating anarchy, chaos, and turmoil in every field, and that it is trying to conduct a schizophrenic form of politics. It is the duty of all of us to protect the prestige of the TBMM, which represents the will of our nation. We respectfully announce to the public that we will defend and protect the principles of democracy and law to the end against such fait accomplis and impositionist approaches. We invite the Speaker of the TBMM to exercise the powers granted by the Constitution and the Rules of Procedure regarding the abuse of office by CHP Deputy Speaker Gülizar Biçer Karaca and Clerk Member Sibel Suiçmez."

"THERE IS NO ACCEPTABLE ASPECT TO THIS INSOLENCE AND SCANDAL"

MHP Group Deputy Chair Filiz Kılıç stated that in a session where they, as group deputy chairs of the parties with groups in the TBMM, expressed their get-well wishes to Deputy Speaker Sırrı Süreyya Önder and reached a common consensus to suspend the Parliament's work for today and tomorrow, Deputy Speaker Karaca ignored the Constitution, the Rules of Procedure, and parliamentary traditions, and exceeded her authority.

Kılıç included the following statements in her declaration:

"Announcing a pirate declaration from the TBMM podium by having the operative part of the Constitutional Court's Can Atalay ruling read through a clerk member is not only political immorality; it is also an open attempt at a coup against the national will. Gülizar Biçer Karaca has openly violated the principle of impartiality of the title of Deputy Speaker; she has clearly violated the Constitution by allocating the office she holds to the ideological subcontracting of the CHP. There is no acceptable aspect to this insolence and this scandal that ignores the will of the Parliament.

Our Veteran Parliament is the symbol of an iron will, unwavering determination, and a love for independence. Those who attempt to haunt the mind, will, and mandate of the nation with pirate declarations under this roof have been condemned not only by the Rules of Procedure but also by the conscience of the nation. This attempt is a new disgrace by those who try to derive street politics from Constitutional Court rulings and those who attempt to carry judicial tutelage to the Parliamentary podium. We view this political conspiracy, which attempts to bypass the will of the Parliament, as a hand reaching out to the honor of the Veteran Parliament and we strongly condemn it."
