Minister of Justice gives date for new judicial package

Speaking at the 'Human Rights Training Program' held at the AKP Headquarters, Minister of Justice Yılmaz Tunç discussed the judicial changes they plan to implement in the near future.

Noting that a planned reform process in the judiciary has been underway since 2009, Minister Tunç said, "Preparations for the 4th Judicial Reform Strategy Document are nearing completion; we have received input from our judicial organization, bar associations, universities, and non-governmental organizations, and we have also received the views of our citizens. In response to our question, 'What views would you like to see included in the judicial reform?', more than 10 thousand of our citizens expressed their opinions within 1 week. Our preparation process is about to be completed. The 4th Judicial Reform Strategy Document will hopefully be the first document of the 'Century of Turkey'. After our President shares it with the public around the end of September, we will strive to realize those goals. At the same time, our preparations for the Human Rights Action Plan are also ongoing. The first was shared with the public by our President in 2014, and the second in 2021. We are now in the preparation process for the third. After it is completed around the end of October or December, our President will share it with the public, and we will announce which reforms we will implement in the field of human rights and continue our work in line with these goals."

PRAISED THE COUNTRY'S ECHR RECORD

Stating that there is negative propaganda regarding Turkey's situation before the European Court of Human Rights (ECHR), Tunç said, "When you look at the ratio of the total number of decisions to the number of violation decisions at the ECHR over the last 10 years; the number of decisions examined on the merits was 673 thousand 820, and the number of violation decisions was 10 thousand 252. In these 10 years, Turkey has 95 thousand 810 decisions examined on the merits, the number of violation decisions is 1126, the rate is 1.17 percent; when looked at in terms of all countries, the rate is 1.52 percent, while Turkey's rate is 1.17 percent. Our country has a violation rate below the average. But when you look at the criticisms, it is said that 'Turkey is one of the countries with the highest violation rate before the ECHR'; it is high in terms of the number of files, but when you look at it in terms of the violation rate, we are below the average," he assessed.
