Within the scope of the project, TOKİ, under the coordination of the Ministry of Environment, Urbanization and Climate Change, will build 500,000 housing units in 81 provinces. The frequently asked questions about the project and their answers, as shared by Minister Kurum, are as follows:

What is the Housing Project of the Century? How will the application and delivery process work?

Applications will be collected between November 10 and December 19, 2025. The construction and tender process will begin as of November 2025. The draws to determine the beneficiaries will be held between December 29, 2025, and February 27, 2026. Deliveries are planned to begin as of March 2027.

Who can apply for the campaign?

Those who have completed the age of 18 and have been Turkish citizens for the past 10 years will be able to benefit from the campaign.

What quotas will be provided to whom?

5 percent for families of martyrs, victims of terror, war and duty, and veterans (Cyprus, Korea); 5 percent for our disabled citizens; 20 percent for our retired citizens; 10 percent for families with 3 or more children; 20 percent for our young citizens between the ages of 18-30; and the rest for other applicant candidates.

Who can apply in the youth category?

Citizens who were born on or after November 10, 1995, and have completed the age of 18 (18-30 years old) will be able to apply in this category.

Who can apply in the category for families with three or more children?

Those who have at least 3 children under the age of 18, born after December 19, 2007, for whom they are responsible, will be able to apply.

What are the residency requirements?

A requirement of having resided in the place where the application is made (in the province if it is a province, in the district if it is a district, in the town if it is a town) for no less than 1 year prior to the application period according to the address-based registration system will be sought. For retirees and provinces in the earthquake zone, a requirement of being registered in the population or having resided for at least 1 year will be sought. Those who will apply in the ‘Families of Martyrs, Victims of Terror, War and Duty’ category will be required to have resided in the project province for no less than 3 years.

Is the income requirement for the project different for Istanbul and other provinces?

Yes. For Istanbul, the monthly net household income must be at most 145,000 TL; for other provinces, the monthly net household income must be at most 127,000 TL.

Under what payment terms will the houses be sold, and will the terms change for Istanbul and Anatolian provinces?

All houses will be offered for sale with a 10 percent down payment and a 240-month maturity. Housing prices will differ for Istanbul and Anatolian provinces. In Anatolia, the installment amount for 1+1 houses will be 6,750 TL, the installment for 65-square-meter 2+1 houses will be 8,250 TL, and the installment amount for 80-square-meter 2+1 houses will be 9,938 TL. In Istanbul, the installment amount for 55-square-meter 1+1 houses will be 7,313 TL, the installment amount for 65-square-meter 2+1 houses will be 9,188 TL, and the installment amount for 80-square-meter 2+1 houses will be 11,063 TL.

Will those who are not selected in the draw be able to get their application fees back?

Yes.

Through which channels will applications be made?

Applications can be made through the branches of T.C. Ziraat Bankası AŞ, Halk Bankası AŞ, T. Emlak Katılım Bankası AŞ, or via e-Devlet.

How is payment made for e-Devlet applications?

Payment must be made to the IBAN provided by the system via EFT/wire transfer/ATM. If not made on time, the application will be canceled.

Can more than one application be made on behalf of a household?

No. Only one application can be made on behalf of a household, meaning for the person themselves and their spouse; in case of multiple applications, the applications will be considered invalid.

What will be the sizes of the houses in the project?

Within the scope of the project, 200,000 units of 80-square-meter 2+1, 150,000 units of 65-square-meter 2+1, and 150,000 units of 55-square-meter 1+1 houses will be offered for sale.

Can I choose the house type during the application?

No, it cannot be chosen. The house type will be determined by a draw.

When do installment payments begin?

The month following the contract date.

Can the house be sold before the debt is paid off?

No. It cannot be transferred until the debt is completely paid off.

Can owners of shared title deeds apply?

Unless they have a fully independent share, they are not considered homeowners and can apply.

What happens to the beneficiary status in the event of the applicant's death?

If the beneficiary passes away after the application process, the legal heirs can take over the contract provisions and continue the process.

Can those without income apply?

Yes. There is no minimum income requirement.

If there is no project in the district where I live, can I not apply?

If there is no project in the district of residence, an application can be made for the project in the provincial center. In metropolitan cities, those residing in central districts will be able to apply for projects in the provincial center without district distinction.

I am an earthquake survivor, I have been living in another city for more than 1 year. Can I apply for the project in my hometown?

Yes, for those who will apply to projects in the 11 provinces located in the earthquake zone, it will be sufficient for the province where they are registered in the population to be in the earthquake zone. If they wish, they can also apply in the province where they have resided for no less than 1 year.

If I don't win in my category, is my chance over?

No. You will be transferred to the ‘Other Buyers’ category.

Can different family members (grandfather, child over 18, etc.) apply?

Yes, they can apply on their own behalf.

Can those who have a building occupancy permit apply?

Those who own a house cannot apply.

Can the same person apply for more than one category?

No.

Can Turkish citizens living abroad apply?

Only those who meet the residency requirement in Turkey can apply.

Can applications in the disabled and retired categories be made via e-Devlet?

Yes. However, documents must be presented at the contract stage.

Can parents with disabled children apply under the disabled category?

No, a mother or father with a disabled child under the age of 18 will not be able to apply on their own behalf under the disabled category. They must apply under the category appropriate to their own situation.

Is there an age limit in the martyr's family category?

No, there is no age limit only in this category.

Will rental social housing only be in Istanbul?

Yes, rental social housing will be limited to 15,000 units and will only be in Istanbul.
