New development in İBB investigation: Another plea of active remorse!
In the investigation into Istanbul Metropolitan Municipality (İBB), İSFALT General Manager Burak Korzay — who was arrested based on statements by Aziz İhsan Aktaş, accused of leading a criminal organisation — has been released after giving testimony under active remorse provisions.
A significant development has occurred in the investigation being conducted by the Istanbul Chief Public Prosecutor's Office into Istanbul Metropolitan Municipality (İBB). A new operation had been launched following additional statements made by businessman Aziz İhsan Aktaş, who is at the centre of the investigation and has been accused of being the "leader of a criminal organisation."
The Chief Prosecutor's Office presented as evidence two separate statements given by Aktaş on 30 April and 11 May 2025, in which he availed himself of active remorse provisions. Based on these statements, a new operation dubbed the "5th wave" was carried out on 31 May.
27 DETAINED, NUMEROUS ARRESTS
A total of 27 people were detained in the 5th wave operation, and a number of suspects were remanded in custody by the courts before which they appeared. Among those detained was Burak Korzay, General Manager of İstanbul Asfalt Fabrikaları Sanayi ve Ticaret AŞ (İSFALT), an affiliate of İBB.
Korzay had been arrested and sent to prison on 4 June.
BENEFITED FROM ACTIVE REMORSE PROVISIONS, RELEASED
İSFALT General Manager Burak Korzay, who wished to benefit from active remorse provisions while in pre-trial detention, gave testimony to the Istanbul Chief Public Prosecutor's Office on 10 July and 21 July.
New details were added to the investigation file in line with the information he provided. Korzay, who was brought before a judge again at the prosecutor's request, was released by the criminal peace judgeship.
