New development in the investigation into leaking information to FETÖ fugitive Cevheri Güven

The Ankara Chief Public Prosecutor's Office has issued an indictment against 4 police officers on allegations of sharing information and documents with fugitive Cevheri Güven, who is part of the media structure of the Fetullahist Terrorist Organization (FETÖ).

The indictment prepared by the Ankara Chief Public Prosecutor's Office Terror Crimes Investigation Bureau explained that an investigation was launched after it was determined that provocative posts were made against the General Directorate of Security, the Anti-Cyber Crime Department, the Intelligence Department, and the police personnel working in these units from an X account with the username "zahir çamlıca", and that posts from the X account of Cevheri Güven, who is part of FETÖ's media structure, were reposted from the relevant account.

The indictment stated that it was determined that the account in question was used by Serkan Dinçer, a police officer working at the Ankara Police Department, and pointed out that an examination of the suspect's digital materials revealed that the documents seized in his e-mail address, messages, files, and photographs were exactly the same as the documents and information in the content on Güven's YouTube channel.

The indictment noted that Dinçer worked in the Intelligence Department between 2014 and 2017, and stated that the topics featured in the video content published by Güven were generally consistent with the job description of the units where Dinçer worked in the police department.

The indictment stated that the suspect had contact with individuals who had been processed for FETÖ membership, dismissed from public service due to their affiliation with the organization, and were ByLock users. It emphasized that a scanned 151-page document belonging to the investigation into crime syndicate leader Ayhan Bora Kaplan was saved in the e-mail address "[email protected]" used by Dinçer on his phone.

It was reported that as a method of transferring information to Güven, Serkan Dinçer saved the relevant information, documents, and files by sending an e-mail to his own e-mail address, keeping them in the "sent" folder of the e-mail address he also used, and that Cevheri Güven accessed the contents of the sent e-mails by logging into Dinçer's e-mail in this manner.

It was emphasized that Dinçer acted in accordance with the confidentiality and security rules determined by the organization, and despite being aware of the structure and nature of the organization, he maintained his organizational loyalty to it. In this context, he contributed by sending information and documents to the videos shot by FETÖ fugitive Cevheri Güven to discredit state institutions, provoke the work of the institutions, and keep the loyalty of terrorist organization members alive.

It was requested that suspect Dinçer be sentenced to up to 15 years in prison for the crime of "membership in an armed terrorist organization".

"THEY ACTED WITH THE AIM OF BENEFITING FETÖ"

The indictment stated that suspects Murat Çelik, former Ankara Deputy Provincial Police Chief, Kerem Gökay Öner, former Anti-Organized Crime Branch Director, and Şevket Demircan, former Deputy Branch Director, also violated confidentiality decisions by sharing documents from the Ayhan Bora Kaplan investigation with other individuals before they became public.

It was stated that the documents related to the Ayhan Bora Kaplan investigation found in Dinçer's digital materials belonged to the investigation conducted by suspects Çelik, Öner, and Demircan.

The indictment, which also included the witness statements of the police officers who took Kaplan's statement, noted that the witnesses reported the only signed copy of Kaplan's statement was given solely to suspect Murat Çelik.

The indictment stated that the suspects were on active duty at the time Güven published the documents of the Ayhan Bora Kaplan investigation, and noted that although the suspects declared they had conducted an internal investigation following the publication, it was determined that they had not conducted any research or investigation in this regard.

The indictment included the determination that the suspects were not part of the organization's hierarchy and that no evidence of their membership in the organization could be obtained at this stage, but that they acted with the aim of benefiting the organization through their actions.

It was stated that in this context, despite the confidentiality decision, the suspects ensured that the documents belonging to the investigation file conducted under their responsibility were published on the YouTube channel of FETÖ fugitive Güven before becoming public, and that it was understood from the available evidence that they committed the crime with the awareness that it facilitated the aims and activities of the organization.

The indictment requested that suspects Çelik, Öner, and Demircan be sentenced to up to 20 years in prison each for the crimes of "committing a crime on behalf of the organization without being a member", "violating confidentiality", and "abuse of office".
