The Ministry of Treasury and Finance completed its work in November 2024 to enable rental agreements to be made through the e-Devlet Gateway. Thanks to this system, property owners can prepare rental agreements via e-Devlet, and tenants can complete the process by approving the agreement. Time-stamped, barcoded documents are added to the agreements, and these documents can be verified through e-Devlet.

Real estate consultants have now been included in this process and have been granted the authority to prepare rental agreements via e-Devlet. TEDB President Hakan Akçam stated that with this innovation, real estate agents will be able to obtain authorization from property owners to send contracts to tenants electronically. Additionally, real estate consultants will be able to generate the barcoded document of the rental contract.

Akçam stated that with the transition of the system to an electronic environment, information such as rental increase rates and tenant reliability can be determined by the Ministry. He also noted that work is ongoing regarding the requirement for a guarantor's wet signature on rental agreements in accordance with the Code of Obligations.

If the use of e-Devlet for rental agreements becomes mandatory, it is expected that many problems between landlords and tenants will be resolved. It is also believed that this practice will contribute to preventing fraud incidents.
