New regulation for couriers: Working hours redefined

The Information and Communication Technologies Authority (BTK) has shared a comprehensive draft regulation for the rapid delivery sector with the public. The regulation includes many innovations, from working hours to regional branch requirements, by classifying couriers as "postal workers."

Reporting working hours to the BTK has become mandatory, and penal actions will be applied to those who make deliveries outside of working hours. With this step, it is aimed to prevent accidents and other negative outcomes by regulating the working conditions of couriers.

CAPITAL AND BRANCH REQUIREMENT 

Within the scope of the regulation, companies are required to:

Increase their paid-in capital amount from 1 million TL to 5 million TL.

Open warehouses or branches in at least 3 provinces in each of the 7 geographical regions to provide service at a national level.

Authorities point out that the rapid delivery sector has grown rapidly since the pandemic and the need for regulation has increased. Within the scope of efforts to comply with EU standards, it is emphasized that rapid delivery services are linked to the postal sector, and it is stated that this new structure will offer a safe and sustainable framework for the industry.
