New regulation for high-level appointments
With Presidential Decree No. 194 published in the Official Gazette, the procedures and principles regarding the appointment of high-level public administrators have been reorganized.
The Presidential Decree, which includes regulations regarding appointments to high-level public positions, was published in the duplicate issue of the Official Gazette dated February 19, 2026, and entered into force.
With the decree, it has been stipulated that appointments to the cadres, positions, and duties included in the attached schedules shall be made by the President.
Within the scope of the regulation, the senior management of critical institutions including the Presidency of Religious Affairs, the National Intelligence Organization, the Secretariat General of the National Security Council, the Directorate of Communications, the Presidency of Strategy and Budget, the Presidency of Defense Industries, the Cyber Security Presidency, the management of the Turkey Wealth Fund, the TRT Board of Directors, the Presidency of State Archives, and the SDIF management will be determined by presidential decree.
