Mehmet Uçum, Deputy Chairman of the Presidential Legal Policies Board, who argues that a new phase has been reached in the second reconciliation process—referred to as a 'Terror-Free Turkey'—noted that the reconciliation commission in the Turkish Grand National Assembly (TBMM) should prepare a democracy report. In his article, Uçum stated, 'It is also expected that the commission will hear Öcalan in İmralı before completing its hearing activities.'
While the National Solidarity, Brotherhood, and Democracy Commission, established in the TBMM as part of the second reconciliation process—which the government calls a 'Terror-Free Turkey' and which began with the call of MHP leader Devlet Bahçeli—continues its work, the DEM Party İmralı Delegation visited AKP Chairman and President Recep Tayyip Erdoğan on October 30.
The reconciliation process was discussed during the critical meeting held at the Palace. "We are walking with firm steps toward the goal of a Terror-Free Turkey, which has been implemented as a State policy with the national leadership of President Erdoğan and the wise and courageous initiatives of Devlet Bahçeli.
The transition process officially began with President Erdoğan's opening speech at the Turkish Grand National Assembly on October 1, 2024, and Mr. Bahçeli's handshake and dialogue initiative on the same day.
During this period, the historic call made by Mr. Bahçeli on October 22, 2024, regarding Öcalan was a major move that broke the most conventions and concretized the subsequent steps in the transition process.
Öcalan's 'Call for Peace and Democratic Society' dated February 27, 2025, declared dissolution and laying down arms. The findings made and the direction drawn by Öcalan in this call determined the subsequent practical steps and the new political perspective of the terrorist organization in the transition process.
Stating, 'Separate nation-state, federation, administrative autonomy, and culturalist solutions, which are the inevitable result of extreme nationalist drifting, cannot be an answer to historical social sociology,' Öcalan defined integration with the state and society as the new goal. It is also observed that democratic politics as the only legitimate method to reach this goal has turned into a general acceptance for the defunct terrorist organization and its associated political and social channels.
