NSC meets today: Framework law on the agenda

The National Security Council (NSC) will meet today at the Presidential Palace under the chairmanship of AKP Chairman and President Recep Tayyip Erdoğan. The main agenda of the meeting, which is expected to begin at 15:30, includes the 12-article framework law proposal submitted to the Speaker of the Grand National Assembly of Turkey (TBMM) and the roadmap to be followed in the second opening process, referred to as a "Terror-Free Turkey."

The "Draft Law on Strengthening National Solidarity and Social Integration," known publicly as the "Framework Law," is expected to be moved to the General Assembly agenda shortly after its deliberations in the Justice Commission.

The NSC declaration to be published after the meeting is expected to include assessments regarding both the legislative proposal and the process. The Council is also expected to discuss the topics of coordination and synchronization among the institutions that will undertake duties during this process.

NSC DETAIL IN THE PROPOSAL

According to the proposal, once security institutions determine that the terrorist organization PKK and its affiliates have ended their de facto presence and disarmed, this situation will be confirmed by the NSC. For this reason, the Council meeting is considered to carry a critical agenda item regarding the implementation process of the regulation.

The legislative proposal includes certain regulations regarding investigation, prosecution, and execution processes concerning members of terrorist organizations. Provisions regarding the suspension of investigations and prosecutions for certain crimes, the postponement of executions for specific periods, and the deprivation of rights are among the headings of the proposal.

The regulation stipulates that those who have committed the crime of intentional homicide and organization members who committed crimes requiring life imprisonment or aggravated life imprisonment before June 1, 2005, will be excluded from the scope.

It is planned that those who wish to benefit from the proposal will be able to apply to the Offices of the Chief Public Prosecutor, authorized institutions, or, if they are abroad, to consulates within six months after the NSC decision is published in the Official Gazette.
