Part-time work right for civil servants published in the Official Gazette

The "Regulation on the Exercise of the Right to Part-Time Work for Civil Servants," prepared within the scope of the article added to the Civil Servants Law No. 657, was published in the Official Gazette dated July 18, 2025, and numbered 32959, and has entered into force. The decision was published with the signature of President Recep Tayyip Erdoğan.

According to the regulation, in cases of childbirth or adoption, civil servants will be able to work half of the weekly working hours until their child reaches primary school age. During this period, the civil servant's position and title will be protected, and their salary will be paid proportionally to the time worked.

Requests for part-time work will be made to institutions in writing. Institutions will finalize the application within one month at the latest. If the application is accepted, the civil servant who switches to part-time work will be able to benefit from this right until their child starts primary school. However, those who benefit from this right will not be able to benefit from it again if they return to full-time work for the same child. The weekly working days cannot be fewer than 3. The civil servant cannot work less than 3 hours or more than 8 hours per day. The authorized supervisor may change the working days and hours twice a year, in January and July, depending on service needs or the civil servant's request.

Civil servants serving in positions with the title of branch manager or equivalent and higher management titles in public institutions and organizations, as well as civil servants serving in foreign organizations, will not be able to benefit from the right to part-time work.

During the part-time work period, the civil servant's staff status, title, and grade-step will be preserved exactly. However, during this process, salary, retirement premiums, and social benefits will be calculated according to the time worked. In addition, practices regarding personnel rights such as promotion, in-service training, and similar matters will also be determined by taking the time worked into account.
