Personnel recruitment by the General Directorate of Highways: Application deadline announced

Procedures regarding candidates placed in the announced contract personnel positions will be carried out in accordance with the "Civil Servants Law" No. 657 and the relevant articles of the "Principles Regarding the Employment of Contracted Personnel" put into effect by the Council of Ministers Decree dated 6/6/1978 and numbered 7/15754.

Candidates will be able to make only one application according to the announced positions and units. Individual applications will not be accepted, and applications made by mail or other means will not be accepted.

In the application process, candidates must make their choices from positions at the education level they took the exam for. In order for candidates to apply for contract personnel positions announced at the Undergraduate level, they must have taken the Public Personnel Selection Examination (2024-KPSS Undergraduate) held on July 14, 2024, and in order to apply for contract personnel positions announced at the Associate Degree level, they must have taken the Public Personnel Selection Examination (2024-KPSS Associate Degree) held on September 1, 2024. KPSSP3 score will be used for undergraduate graduates, and KPSSP93 score will be used for associate degree graduates.

As many substitute candidates as the number of principal candidates placed will be determined. If there are no applicants among those placed as principals, or if it is determined that they do not meet the required conditions, placement will be made from the substitute candidates.

The duty station of the personnel to be appointed to the central organization will be our General Directorate, and the duty stations of the personnel to be appointed to the provincial organization will be our Regional Directorates' centers and their affiliated workplaces. Candidates will be able to examine our organizational units where they will work on the corporate website www.kgm.gov.tr

GENERAL CONDITIONS

1. Candidates who will apply must meet the conditions specified in Article 48 of the Civil Servants Law No. 657. Pursuant to clause 1 of subparagraph (A) of Article 48 of the Civil Servants Law No. 657, candidates who will choose the contract positions in this announcement must be Turkish citizens.

2. The status of the candidates must comply with the provision in Additional Article 1 titled "Re-employment" of the "Principles Regarding the Employment of Contracted Personnel" (Added: 22/11/2010-2010/1169) which states: "If the contract of a contracted personnel is terminated by their institutions due to acting contrary to the principles of the service contract, or if they terminate the contract unilaterally within the contract period, they cannot be re-employed in the contract personnel positions of public institutions and organizations until one year has passed from the date of termination." However, the 1-year condition will not be sought for candidates who meet the conditions in clauses a, b, and c of the same article. In addition, those who are/have been working in the status of contract personnel subject to Decree Law No. 399 must comply with the provision in the 4th paragraph of the 7th article titled "Exams" of the Annex to the President's Decree for the relevant years, which states: ".....those appointed to contract personnel positions cannot be appointed to the organizations where they currently work or to other public institutions and organizations, except for appointments to be made to cadres and positions that are different from the current position and that they have acquired in terms of education status, excluding cadres appointed as assistants through a special competitive exam for the profession, until they complete 3 years of service. They cannot apply for central placement procedures within the scope of the General Regulation on Exams to be Held for Those to be Appointed to Public Duties for the First Time and for announcements to be made within the scope of the second paragraph of this article, and even if they are placed, their appointment procedures will not be carried out."

3. Candidates who will apply must;

. Not have any mental illness that would prevent them from performing their duties continuously,

. Meet the qualifications and special conditions sought for the position they will apply for.

. Not be receiving a retirement or old-age pension from any Social Security Institution,

. Not have been removed from public duty for any reason,

. Have completed their military service, be deferred, or be exempt,

. Possess the driver's license, graduation certificate, certificate, license, etc., specified for the cadres or positions they will choose as of the last day of the application process. Candidates who do not possess the said documents as of the last day of the application process will not be appointed even if they are placed.

SPECIAL CONDITIONS

1) For candidates to be placed in Engineer, Technician, and Lawyer positions, to be suitable for travel and/or working in the field.

2) To have a Class B driver's license for the Transportation and Traffic Services Technician position.

3) To have a lawyer's license for the Lawyer position.

4) To have a computer certificate approved by the Ministry of National Education (MEB) for the Office Personnel position or a transcript document showing that they took a computer course at the university.

5) To have received at least 70 (seventy) points from the relevant score type of the 2024 KPSS (B) group for all positions.

REQUIRED DOCUMENTS, PLACE AND DATE OF APPLICATION

1. Applications will be received via the "Career Gate" https://isealimkariyerkapisi.cbiko.gov.tr address between 06.01.2025 and 20.01.2025, and will end at 23:59 on January 20, 2025.

2. Since the candidates' KPSS score, graduation certificate, criminal record certificate, document showing military status, and identity information will be obtained via e-Government through the web services of the relevant institutions during the application, these documents will not be requested from the candidates at the application stage. If the information is still available, candidates must have the necessary updates and corrections made by the relevant institutions before applying. Candidates whose graduation information does not come automatically from the system will manually enter their current application information and upload their approved diploma copies or graduation certificates in PDF format via e-Government. In addition, the driver's license, computer certificate or transcript document, and Lawyer's license specified for the cadres or positions that the candidates will choose must be uploaded as an attached file during the application.

3. Candidates who have graduated from educational institutions abroad or in the country and have graduated from departments whose equivalence is accepted by the Council of Higher Education regarding the education status sought in this announcement must upload their "Equivalence Certificate" during the "Attached File" stage of their application to the Career Gate.

4. Candidates who apply are responsible for ensuring that the application process is carried out accurately, completely, and in accordance with the issues specified in this announcement within the time limit, and for uploading the requested documents to the system during the application stage. Candidates who do not comply with these issues will not be able to make any claims.

5. The responsibility for the statements made and the application documents submitted by the candidates belongs to them. Candidates who make false, misleading, or untrue statements will lose all rights arising from the placement, and legal action will be initiated against those who declare/submit documents contrary to the truth.

6. No application that does not show the phrase "Your transaction has been performed successfully..." on the Career Gate-Public Recruitment Platform will be evaluated. Therefore, candidates must check whether their application procedures have been completed.

7. The documents that the candidates placed as "PRINCIPAL" at the end of the application date will later submit to our General Directorate will be published as an announcement, and candidates must follow the General Directorate of Highways website www.kgm.gov.tr.

EVALUATION OF APPLICATIONS AND RESULTS

1. Without any written and/or oral exam, a number of principal candidates equal to the number of announced titles and an equal number of substitute candidates will be determined based on the ranking to be made starting from the candidate with the highest score in the relevant score type of the 2024 KPSS (B) group. In case of a tie in scores as a result of the score ranking, priority will be given to the candidate who graduated earlier based on the date of graduation, and if the graduation date is the same, to the older candidate.

2. Getting a high score in KPSS does not alone entitle one to be placed in the contract position in the announcement. Candidates who do not have the general and special conditions specified for the position will not be evaluated. Those who are not evaluated due to missing documents, false, misleading, or untrue statements, or inconsistencies in their information will not be able to claim any rights due to this situation.

3. The list of names of the determined principal and substitute candidates, the documents required for the principal candidates to start work, and the place and time where these documents will be submitted will be published on the official website of the General Directorate of Highways www.kgm.gov.tr within fifteen (15) days following the application deadline, and since the result announcements will be in the nature of notification, no separate notification will be made.

4. Placement will be made from the substitute candidates in order to replace the principal candidates who do not apply within the time limit, do not complete the requested documents within the document submission period, waive their rights, or are determined not to meet the required conditions. In addition, candidates will be able to access information regarding the placement results via the Career Gate and www.kgm.gov.tr website.

5. Regarding the candidates who are entitled to be appointed; in accordance with the Security Investigation and Archive Research Regulation, which was published in the Official Gazette dated 03/06/2022 and numbered 31855 and entered into force pursuant to Article 12 of the Security Investigation and Archive Research Law No. 7315, an "Archive Research" or "Security Investigation and Archive Research" will be conducted together. If the result is positive, the appointments of the relevant persons will be made.

6. The service contract of those who are determined to have made false statements or concealed the truth in any way during the application and document submission process will not be prepared, and even if the service contract has been prepared and they have started their duty, the service contract will be terminated.

7. General legislation provisions will be valid for matters not included in the announcement.
