Published in the Official Gazette: New regulation from BTK on IMEI registrations

The amendments made by the Information and Communication Technologies Authority (BTK) to the Regulation on the Registration of Devices with Electronic Identity Information have been published in the Official Gazette and have entered into force.

With the new regulation, updates were made to various articles regarding the registration procedures for devices with electronic identity information.

The phrase "initiating a voice call, terminating a voice call, and initiating a short message" within the scope of the regulation was changed to "initiating a voice call, terminating a voice call." Additionally, while the definition of "application authority" was reorganized as the e-Government Gateway, the phrase "initiating a short message" mentioned in the regulation was also removed from the text.

OPPORTUNITY FOR FOREIGN MISSION CARD HOLDERS TO APPLY VIA E-GOVERNMENT

With the amendment, the procedures regarding the device registration processes for holders of Foreign Mission Identity Cards, who are granted tax exemption by the Ministry of Foreign Affairs, have also been redefined.

Accordingly, individuals whose identity card validity period is ongoing will be able to apply for device registration via the e-Government Gateway by completing the information and documents specified in the Communiqué on the Registration of Devices with Electronic Identity Information.

The IMEI numbers of devices registered within this scope will be kept on the whitelist for the duration of the identity card's validity. After the identity card expires, the devices will be added to the blacklist upon the completion of the 120-day usage period.

With the new provision added to the regulation, it has also been mandated that the electronic communication connection of the devices belonging to the relevant persons be terminated within 120 days from the expiration of the diplomatic identity card's validity period.

REGULATION REGARDING DEVICES BROUGHT BY PASSENGERS

The sixth paragraph of Article 14 of the regulation has been repealed. The phrase "To the device" in the seventh paragraph of the same article has been changed to "To the device brought by the passenger." The phrase "from the institution, organization, and subscriber registration center" in the ninth paragraph has been updated to "from the institutions and organizations."

NEW NOTIFICATION OBLIGATION FOR BLACKLISTED DEVICES

With the amendment made to Article 19/A of the regulation, it has become mandatory for operators to notify the BTK without delay of any request to use a device whose electronic identity information has been blacklisted with a new subscriber number, along with the relevant subscriber number.

On the other hand, the second, third, and fourth paragraphs of Article 20 of the regulation have also been repealed.
