Quran course regulation in effect: Published in the Official Gazette

The Regulation on Quran Courses, prepared by the Presidency of Religious Affairs (Diyanet), has officially entered into force after being published in the Official Gazette.

With the new regulation, the education and training content to be applied in Quran courses, as well as academic calendars, will be determined directly by the Presidency and implemented according to the same principles nationwide.

Those who are successful in the memorization (hafiz) assessment exam will be issued a certificate of memorization by the Presidency.

For memorization programs, a minimum of 8 students will be required; for the hearing and visually impaired, a minimum of 3; and for the 4-6 age group in villages and similar areas with sparse and scattered populations, a minimum of 5 students will be required.

A Quran Education and Training Board will be established at the Diyanet headquarters, and Provincial Education and Training Boards will be established at provincial mufti offices.

The Quran Education and Training Board will consist of the President of Religious Affairs or the vice president responsible for education, the President of the Mushaf Review and Recitation Board, the President of the Diyanet Academy, the General Manager of Religious Services, the General Manager of Educational Services, the General Manager of Religious Publications, the General Manager of Human Resources, the General Manager of Administrative Services, the Chief Legal Counsel, a member from the High Board of Religious Affairs, and the General Manager of the Türkiye Diyanet Foundation.

Enrollments in Quran courses will be conducted in accordance with the principles and timelines determined by the Presidency, as will the education and training programs applied.

Applications can be made in person or electronically; applications for minors will be carried out by their legal representatives.

To meet accommodation and nutrition needs in the provision of Quran course services, dormitories and hostels may be opened upon the proposal of the relevant mufti and the approval of the Presidency.

Students of residential summer Quran courses will also be able to benefit from these dormitories and hostels.

SHUTTLE SERVICE

In the admission of students to dormitories and hostels, priority will be given to relatives of martyrs, orphans, those in need, those whose mother or father is abroad, and those coming from places where there is no Quran course of the type they wish to attend, or where existing ones do not meet the need.

If there is demand, shuttle services may be provided in Quran courses with the approval of the local administrative authority.

A "Course Parent Association" to be established within the Quran courses will be able to carry out religious, cultural, educational, social, and sports activities in coordination with the course management.
