The 'Regulation on Amending the Regulation on Private Education Institutions' has been published in the Official Gazette

With the Regulation on Amending the Regulation on Private Education Institutions, a biometric identity verification system has been defined, the procedures for the system's operation have been specified, and it has been stipulated that it will serve as the basis for payments made to private education and rehabilitation centers. In addition to the biometric identity verification system, the currently implemented camera surveillance systems will continue to be used. In the event that it is determined that identification and verification cannot be performed due to a reason originating from the biometric identity verification system, the attendance status of the training sessions conducted by the institutions on the dates the system was not operational will be determined using the camera surveillance system.

Individuals wishing to enroll have been granted the opportunity to register with institutions at their own expense. Information regarding these courses will be entered into the Special Education Module.

The regulation also introduced changes to procedures regarding home-based support education. In this context, a monthly work schedule including the days and hours of education for individuals receiving home-based support will be prepared and entered into the Special Education Module before the start of the following month's training, and the training will be provided on the days and hours specified in the monthly work schedule. Furthermore, home-based support education will be audited at least 4 times a year by those with inspection authority.

With the new regulation, changes were also made regarding the provision of compensatory education. While previously, training that could not be conducted due to holiday decisions taken by the Ministry, governorships, or district governorships due to natural disasters or various reasons, or due to the failure of individuals with special education needs to attend the institution, was carried out in the following months, the new regulation limits this period to 24 months. Additionally, the duration of compensatory education, which could previously be provided individually for 8 hours within the same month, has been changed to 12 hours within the same month.

The entire regulation will enter into force on December 1, 2025.
