SCT exemption to be applied to orthopedic disabled individuals with a disability rate of 40 percent or more
The Grand National Assembly of Turkey (TBMM) General Assembly convened under the chairmanship of Deputy Speaker of Parliament Bekir Bozdağ to discuss the 'Draft Law on Amendments to Certain Laws,' which also includes regulations regarding the economy.
Following the completion of off-agenda speeches, 1-minute speeches by deputies, evaluations by group deputy chairmen, and discussions on motions submitted to the TBMM Presidency by political party groups, the assembly moved on to the draft law. Three articles of the proposal were accepted.
According to the accepted articles, public administrations and the public institutions and organizations affiliated, related, or associated with these administrations, as well as the unions, establishments, companies, enterprises, funds, and revolving funds they have established, will be subject to the 'Decree Law on State Economic Enterprises.' Furthermore, immovable properties owned by state economic enterprises that are not within the scope and program of privatization, as well as those owned by the establishments, institutions, unions, enterprises, and companies that they own directly or indirectly, either alone or together, may be included in the scope and program of privatization upon the request of the relevant administrations and privatized within the scope of the 'Law on Privatization Practices.' The portion of the privatization revenue remaining after deducting expenses will be transferred to the account of the relevant administration's accounting unit and recorded as revenue in its budget. The President will be authorized to record the equivalent of these recorded revenues as appropriations in the relevant administration's budget. Appropriations of an investment nature may be associated with the annual investment program.
SCT rate will be 20 percent
On the other hand, an amendment is being made to the 'Special Consumption Tax (SCT) Law.' Accordingly, the SCT rate for items made of pearls, diamonds, precious stones, or semi-precious stones will be 20 percent. This provision will enter into force at the beginning of the second month following the publication of the regulation. In line with the Constitutional Court's annulment decision, a regulation is being made regarding the duties and responsibilities of the provincial finance director in the 'Law on Certain Regulations Regarding the Revenue Administration.'
SCT exemption will be applied to vehicles for orthopedic disabled individuals
With a motion accepted during the discussions of the proposal in the General Assembly, a new article was added to the regulation in line with the Constitutional Court's annulment decision. Accordingly, an SCT exemption will be applied once every 10 years on vehicles determined within the scope of the law for orthopedic disabled individuals who have a disability rate of 40 percent or more and for whom it has been finalized that they cannot obtain a driver's license for this reason.
General Assembly adjourned
Following the discussions on the proposal, Deputy Speaker of Parliament Bekir Bozdağ adjourned the session to reconvene on Thursday, April 2.
