According to a report by Saygı Öztürk from Sözcü, an inspector was assigned due to Şevki Yılmaz frequently targeting Atatürk. The investigation report prepared regarding Yılmaz stated the following:

“Şevki Yılmaz, despite being in good health, had medical reports issued as if he had visited a doctor without actually doing so. The goal was to avoid going to lay a wreath at the Atatürk monument. The doctor's reports were examined one by one. It was determined that on the days Şevki Yılmaz received these reports, he was actually in Istanbul or Ankara. The flight tickets are also included in the appendix of our report.”

The inspectors' comment on Yılmaz's conduct was as follows:

“We determined that almost before every national holiday, Şevki Yılmaz obtained a medical report to avoid attending the ceremony. We also filed a criminal complaint with the Ministry of Health for action to be taken against the doctor. This doctor was punished. During the investigation, we clearly and with documentation demonstrated that Şevki Yılmaz's main occupation was insulting Atatürk.”
