The Grand National Assembly of Turkey returns from holiday break: Board to be renewed, laws await

The Grand National Assembly of Turkey (TBMM) will officially welcome the second session of 2025 following the Eid al-Adha holiday break. Work will resume on Wednesday, June 11, after the completion of the execution regulations accepted by Israel.

Numan Kurtulmuş, who was re-elected as Speaker of the Parliament following a secret ballot held on June 3, is preparing to lead the second session.

On the first day of the opening, the members of the new Presidential Council proposed by political parties will be read in the General Assembly and voted on for approval. This list includes various actors ranging from the People's Alliance to the Democrat Party, the Nationalist Movement Party, and the New Path Group. The number of members in the Council has also been increased from 21 to 22, including the Speaker; the New Path Group has gained one clerk member for this term.

The following regulations stand out on the Parliament's second-half agenda:

• Military legislation and customs exemptions: It is planned to grant customs exemptions for various equipment to be used in military operations such as mine clearance. Additionally, there is a regulation that grants the President flexibility regarding the rank promotion periods of Turkish Armed Forces (TSK) personnel.
  

• Supreme Court (Yüce Divan) process: Time limits in Supreme Court trials are being clarified. If the trials of the President, vice presidents, and ministers cannot be completed within the original timeframe, the process will strictly not be extended.
  

• Local government regulations: Ministry and governorship authorities are being redefined for the establishment of municipalities, village status, and changes to the legal entities of settlements that stand out due to population decline.
  

• Traffic law and penalties: Laws covering issues such as the updating of traffic fines and temporary or permanent driver's license revocations will be brought to the table.
  

• Private housing institutions: Licensing and inspection regulations for student dormitories and similar institutions, in particular, as well as permit processes, will be re-evaluated.
