Terrorist organization ISIS's action plans and organizational meetings exposed

The 138-page indictment, which includes Zafer Umutlu and Haşem Sordabak—who were killed in the clash during an ISIS operation in Yalova that also left 3 police officers martyred—has revealed the terrorist organization's action plans and secret meetings.

Terrorist organization ISIS's action plans and organizational meetings exposed

Details have emerged from the 138-page indictment involving Zafer Umutlu and Haşem Sordabak, who were killed after engaging in a shootout with police during an ISIS operation in Yalova. Among the findings in the indictment are that the ISIS members in question were planning an operation and holding organizational meetings under the guise of religious discussions.

During the operation in Yalova, which turned into an armed clash, 3 police officers were martyred and 6 ISIS members were killed. Nefes columnist Aytunç Erkin shared the details of the indictment prepared on February 6, 2025, regarding the killed ISIS members Zafer Umutlu and Haşem Sordabak.

Erkin's article is as follows:

"I read the 138-page indictment prepared by the Yalova Chief Public Prosecutor's Office, which includes Zafer Umutlu and Haşem Sordabak, who were killed in the clash the day before yesterday.

Information that they were planning an action

The indictment, prepared nine months ago, contains the findings and information provided by the Counter-Terrorism Department:

FINDING 1: In the Counter-Terrorism Department's letter dated March 2, 2023, it is stated that an individual named Molla Ensarullah (alias) Amer Onay (wanted for terrorism crimes in 11 separate files - DAESH) would establish two types of structures in our country under the direction of the DAESH terrorist organization. The first of these is to gather all groups sympathetic to the DAESH terrorist organization under the umbrella of 'Morality and Sunnah' (Ahlak ve Sünnet), open mosques, and conduct outreach/invitation activities there; the second is to create a so-called 'jihad group' from individuals sympathetic to the terrorist organization by presenting the radical ones as ordinary people disconnected from the group...

FINDING 2: There are (97) Associations/Bookstores/Mosques/Madrasas in (24) of our provinces (Adana, Ağrı, Ankara, Batman, Bingöl, Bursa, Çankırı, Diyarbakır, Elazığ, Eskişehir, Gaziantep, İstanbul, İzmir, Kayseri, Kocaeli, Konya, Malatya, Manisa, Muş, Sakarya, Samsun, Tekirdağ, Yalova, and Van) that are sympathetic to the DAESH terrorist organization... There is information that efforts to terminate the activities of these Associations/Bookstores/Mosques/Madrasas would make a significant contribution to the fight against terrorism by disrupting the recruitment/base-building activities of individuals/groups acting in sympathy with the DAESH terrorist organization...

FINDING 3: Preparation for a high-profile action and assassination plan before leaving for conflict zones: In the Counter-Terrorism Department's letter dated 08.11.2024, it was reported that information had been obtained that suspect Bayram Kalkan—who operates in Yalova in sympathy with the DAESH terrorist organization and about whom there is information that he could join the ranks of the organization's so-called 'Khorasan Province' (ISKP) (and who is among those banned from traveling abroad)—was planning an action in our country with the individuals he acted with, by procuring weapons before going to the aforementioned region...

Organizational meeting under the guise of so-called religious discussion

The findings in the “Conclusion and Opinion” section of the indictment are also striking:

FINDING 1: Individuals carrying out activities sympathetic to the DAESH terrorist organization maintained secrecy in the outreach/invitation activities and home gatherings they organized in our province (Yalova), were sensitive to all kinds of technical/physical surveillance, and also participated in events organized by the 'Ahlak ve Sünnet' magazine, which has structures in various provinces...

FINDING 2: At the address known as İSTİKAMET KİTAPEVİ, located at İsmet Paşa Mahallesi Yahya Kemal Sokak No:7 10-A Merkez/YALOVA, where the activity is listed as book sales, the group held meetings, gatherings, and discussions that are assessed to be organizational under the guise of so-called religious discussions...

FINDING 3: It is assessed that they were trying to form a new cell/structure and were in search of gaining/expanding their base... Like other structures known to act in line with the same views, this group/formation also imposed on the suspects belonging to the group the doctrine that the concept of “JIHAD” as the life and action philosophy of the DAESH terrorist organization, which is based on Salafi views, can only be achieved through weapons/violence, and subsequently the concept of “MARTYRDOM”...

FINDING 4: Considering the issues that they adopted the idea that the current constitutional order and its institutions are 'taghut' (human-made governance) and its administrators are 'infidels' (kafir), and that they made the organization's philosophy a way of life... the suspects could be involved in potential terrorist acts in our region/province in the coming period, based on the action decisions that the DAESH terrorist organization may take according to the developments in the region, including our country...

FINDING 5: In this respect, all suspects other than F.S. have adopted the actions and activities of the DAESH terrorist organization and carried out activities in line with the organization's ideology, thereby committing the crime of membership in an armed terrorist organization with which they are charged..."
