Following this call, the terrorist organization, which convened its so-called congress at 2 different locations, announced that they were laying down their arms provided there was no armed attack against them, and that the organization would no longer carry out armed actions.

Although both the government and the DEM Party wing stated that the process was progressing without bargaining, it turned out that this did not reflect reality.
