According to a report by Mustafa Bildircin from BirGün; the total contract value of the tenders received by these companies in the 13-year period covering 2011 to 2024 has exceeded 100 billion TL.
THE TENDERS WENT TO THE SAME NAMES AGAIN
The same names are consistently seen in tenders from public institutions involved in major investments, primarily the General Directorate of Highways, TCDD, and the General Directorate of Infrastructure Investments. The total cost of the public tenders signed over 10 years by Kolin, Makyol, Cengiz, Kalyon, and Limak, whose names are mentioned in almost every major public tender, is staggering. The five companies signed contracts totaling 104 billion 513 million 668 thousand TL within the scope of dozens of public tenders, some of which they undertook through business partnerships.
The distribution of the 104.5 billion TL that the companies received from the public tender pie, according to the companies, is as follows:
Kolin İnşaat: 28 billion 974 million 304 thousand TL (50 tenders)
Makyol İnşaat: 21 billion 902 million 456 thousand TL (31 tenders)
Cengiz İnşaat: 18 billion 250 million 656 thousand TL (32 tenders)
Kalyon İnşaat: 24 billion 325 million 276 thousand TL (28 tenders)
Limak İnşaat: 11 billion 60 million 975 thousand TL (21 tenders)
FAMILIAR NAMES AT THE TOP
Kolin ranked third on the list of companies receiving the most costly tenders from the public with 28.9 billion TL in tenders received between 2011 and 2024. Kalyon ranked seventh with a total of 24.3 billion TL in public tenders, and Makyol ranked 12th with 21.9 billion TL in public tenders. The top of the list also consisted of familiar companies. Accordingly, it was reported that REC Uluslararası İnşaat, a subsidiary of Rönesans Holding, received a total of 66 billion 714 million TL worth of tenders from the public in the 2011-2024 period.
Some of the other companies in the top 15 of the list, where REC is in the first place, were recorded as follows:
• YDA İnşaat: 26 billion 571 million 796 thousand TL (31 tenders)
• Yapı ve Yapı İnşaat: 23 billion 189 million 917 thousand TL (18 tenders)
• Kuzu Toplu Konut İnşaat: 19 billion 806 million 227 thousand TL (33 tenders)
THEY ARE ALSO IN THE INCENTIVES
The Tax, Duty, and Fee Exemption certificates granted to companies that carry out Public-Private Partnership or Build-Operate-Transfer projects and add to their wealth through public tenders also contain numerous privileges. The number of incentive certificates prepared in the 2010-2024 period, which grant privileges such as VAT exemption and tax immunity, are listed by company as follows:
