Vice President Yılmaz answers questions regarding the Savings Package

In a tv100 exclusive interview, Yılmaz stated regarding the cancellation of public sector shuttle services: "Current shuttle services will continue until their contracts expire.

Support will be provided to public employees for public transportation." Regarding how the public sector savings package will affect the recruitment of civil servants, Yılmaz said, "It is not the case that no personnel will be hired in the public sector; a limit is being introduced.

Recruitment will be limited to the number of staff who have left. We want to avoid exceeding this." he said.

"INSTITUTIONS SHOULD HAVE A VEHICLE POOL"

Our main criterion is that domestic vehicles should be used, except in mandatory cases, of course. Let's say an office needs to use an armored vehicle and there is no domestic production for it. Therefore, that must continue.

We have a policy that institutions should have a vehicle pool, and those in need should receive service from there. The allocation of official vehicles will continue.

Official vehicles will be brought in line with legal limits. Public administrations should dispose of old vehicles and continue more efficiently with new domestic vehicles. 

IMPACT ON CIVIL SERVANT RECRUITMENT

It is not the case that no personnel will be hired in the public sector; a limit is being introduced. Recruitment will be limited to the number of vacancies. We want to avoid exceeding this.

There are over 5 million employees in the public sector. Furthermore, personnel expenditures are not one-time costs but require continuous spending.

We have introduced this limit for a certain period without disrupting public services. Planning will be carried out according to the needs of the day. Currently operating shuttle services will continue until their contracts expire. Support will be provided to public employees regarding public transportation. 

THE ISSUE OF PUBLIC OFFICIALS RECEIVING MULTIPLE SALARIES

In response to a question from Şengül regarding the opposition's heavy criticism over individuals receiving multiple salaries, Yılmaz said, "Actually, we have had a general practice for years. A cap will be placed on the salaries of public officials who receive multiple incomes. How will this be determined?"

We had already granted the right to receive payment from only one source, regardless of how many board memberships one holds. You cannot receive payment from more than one place outside of your salary. There were some exceptions.

A reaction emerged in the public regarding this issue. It created a sense of injustice. We have decided to set a general limit," he said.

"THEY WANT TO CAST A SHADOW"

In response to Arslan's question, "When we look at the current comments and the comments made by the IMF, they said, 'If we were to write a prescription for Turkey and implement a program, this is exactly what we would do.' How should we interpret this?" Yılmaz replied, "I think those who see that our program is successful say such things to cast a bit of a shadow."

"MEDIUM-TERM PROGRAM"

Regarding Arslan's question, "We have started to follow the updates on the credit rating outlooks of international credit rating agencies.

It seems that the updates will continue. With the updating of the rating outlooks, we have seen a bit more favor from foreign investors.

Should we expect this to continue to increase?" Yılmaz said, "We should. This is a process. As the name suggests, it is a medium-term program. People who look at the data, not the perceptions, see this. We are seeing increases in our ratings." 

"WE DID NOT PREFER THE FINANCIAL SIDE"

In response to Par's question, "There was a $11 billion investment promise in 2021, then they increased it to 50, but they didn't bring it. Is there a problem with the countries that made the promise not keeping their word to foreign investors, or is the reason political?" Yılmaz replied, "It's not like that. They made a $50 billion commitment; this was not for one year, it was medium-term, and a significant portion was in the energy sector. There was also a financial side. Let's say we did not prefer the financial side; as the environment in Turkey improved and our Treasury found other opportunities under very favorable conditions, we did not choose it."
