Discussions continue regarding the "Draft Law on Strengthening National Solidarity and Social Integration," prepared within the scope of the second resolution process and known in the public eye as the "framework law." Prof. Dr. İzzet Özgenç, a criminal law expert and former legal advisor to AKP Chairman and President Recep Tayyip Erdoğan, reacted sharply to the proposal accepted by the Turkish Grand National Assembly (TBMM) Justice Commission.

In his assessment shared on his social media account, Özgenç emphasized that the proposal contains serious legal drawbacks in its current form. Özgenç pointed out that it could lead to the release of leaders of the terrorist organization PKK located in Qandil without the application of judicial control measures, and could result in the lifting of previously issued arrest, detention, or custody warrants.

In his post, Özgenç claimed that members of the terrorist organization could become municipal council members, mayors, members of parliament, and even presidential candidates without being subject to any deprivation of rights.

Arguing that certain provisions of the proposal do not prevent this outcome, Özgenç also criticized the regulation regarding the application requirement.

Özgenç stated that the proposal should be withdrawn back to the commission by the Chairman of the Justice Commission for corrections. Referring to a political party that sought his legal assessment, Özgenç stated that officials from the party in question had previously said they would vote against the proposal, but cast a vote in favor during the commission vote.
