Warning to apartment management regarding 'debt lists'

The Personal Data Protection Board has issued a warning regarding the common practice of apartment and housing complex managements posting the names of residents in arrears in common areas such as elevators, building entrances, and hallways.

In the Board's decision published in the Official Gazette today, it was stated that sharing lists containing debt information related to dues, advances, and capital expenditures in common areas such as elevators, building entrances, and hallways results in personal data being made accessible to unauthorized persons.

The decision emphasized that data such as full names, apartment numbers, debt amounts, and payment information qualify as personal data, and stated that posting this information in common areas does not rely on the data processing conditions stipulated in the Personal Data Protection Law.

The Board stated that the practice in question constitutes a violation of obligations regarding data security and announced that such notices and lists must be removed from common areas.

It was noted that notifications should only be made through closed communication methods accessible only to the relevant individuals.
