The General Assembly, which will begin its weekly work on Tuesday, July 2, will address the Draft Law on Amendments to the Turkish Civil Aviation Law and Certain Laws and Decree-Laws.

According to the proposal, the anchoring fee tariff for a one-day anchoring period will be determined by the Ministry of Transport and Infrastructure, not to exceed 2 liras per gross ton of the vessel, taking into account factors such as the vessel's voyage, duration of stay at anchor, monthly or annual lump-sum payments, the reason for anchoring, and the location of the anchorage.

Pilotage and tugboat services provided during transit through the Istanbul and Çanakkale Straits will be carried out by the General Directorate of Coastal Safety within the procedures and principles determined by the Ministry of Transport and Infrastructure.

Those providing pilotage and tugboat services in the seas will be subject to administrative fines ranging from 100 thousand liras to 2 million liras, depending on the nature of the violation, if they act contrary to the established obligations.

Aviation security measures will also be carried out by private security guards under the supervision of general law enforcement to ensure life and property safety and to prevent illegal acts against aircraft, aviation facilities, and individuals.

Passengers will not be accepted into the airport or onto the aircraft if they do not consent to a manual search of themselves and their belongings in cases where checks performed with technical devices at airports cannot be concluded.

COMMISSION PROCESS FOR THE TEACHING PROFESSION LAW PROPOSAL BEGINS

The Committee on National Education, Culture, Youth and Sports will begin deliberations on the Teaching Profession Law Proposal, which bears the signatures of AK Party deputies.

According to this proposal, a National Education Academy will be established. Preparatory training consisting of theoretical and applied courses determined within the framework of teaching profession competencies will be provided by the National Education Academy.

Teacher candidates will be paid a monthly amount during the preparatory training process, calculated by multiplying the determined indicator figure by the civil servant monthly coefficient.

Contracted teachers who have completed three years of service will be appointed to teaching positions in the place where they work upon their request. Those appointed to teaching positions will not be able to change their location for 1 year, except for relocations based on valid excuses.

The teaching profession of those convicted of crimes involving the manufacture and trade of drugs or stimulants, facilitating their use, accepting, possessing, or using them, as well as crimes of indecent behavior, obscenity, prostitution, and crimes against sexual immunity, will be terminated.

In the event that the crimes of "intentional injury," "threat," "insult," and "resisting to prevent the performance of duty" are committed against teachers in official and private educational institutions affiliated with the Ministry of National Education due to their duties, the penalties will be increased by half, and the provisions for the suspension of prison sentences will not be applied.

Teachers and expert teachers currently in service who have completed 20 years of service and meet the conditions other than the requirement of having at least 10 years of service as an expert teacher will be able to apply for the title of head teacher.

COMMISSION AGENDAS

Specialized committees will also convene to address items on their agendas. The Petition Committee will discuss the decisions of the Bureau that have been appealed and the petitions referred to the General Assembly.

Minister of Interior Ali Yerlikaya will brief the Committee on Equality of Opportunity for Women and Men on the Ministry's work.

The Turkish Parliament's Research Commission on the İliç Mine Accident will convene under the chairmanship of AK Party Antalya Deputy Atay Uslu.

Officials from the Union of Chambers of Turkish Engineers and Architects (TMMOB), the TMMOB Chamber of Mining Engineers, the TMMOB Chamber of Geological Engineers, the TMMOB Chamber of Environmental Engineers, the TMMOB Chamber of Chemical Engineers, and the TMMOB Chamber of Metallurgical and Materials Engineers will make presentations to the commission. Additionally, academics from Dokuz Eylül University and Hacettepe University will be heard by the commission.

On Tuesday and Wednesday, the political parties with groups in the Parliament will hold their group meetings.
