WHO IS ŞAFAK BAŞA?

Şafak Başa was born in 1969 in the Lüleburgaz district of Kırklareli. In 1990, he graduated from the Department of Public Administration at the Faculty of Political Sciences of Istanbul University. He served as a district governor in the Yenice district of Karabük between 1995 and 1998, and in the Mesudiye district of Ordu between 1998 and 2002. Between 2002 and 2015, he served as a Chief Civil Inspector within the Ministry of Interior's Civil Inspection Board.

Şafak Başa successfully completed his Master's degree in Public Administration at TODAİE in 2007, and his PhD in Public Administration at Hacettepe University in 2012. In 2024, he earned the title of "Associate Professor."

Appointed as the General Manager of the Tekirdağ Water and Sewerage Administration (TESKİ) in March 2015, Assoc. Prof. Dr. Şafak Başa served as a founding member of the Board of Trustees of Beykoz University between 2016 and 2021. He is still actively involved in the same university's Advisory Board. Furthermore, he was elected as a member of the Advisory Board of the Hacettepe University Local Governments Application and Research Center in 2019.

Having served as the Deputy General Manager responsible for Administrative and Financial Affairs at İSKİ between 2019 and 2021, Şafak Başa served as the Deputy General Manager responsible for IT and Subscriber Services at İSKİ from July 12, 2021, to 2022. He was appointed as the acting General Manager of İSKİ on June 6, 2022, and was appointed as the permanent General Manager of İSKİ as of August 8, 2022.

Şafak Başa is married and a father of two daughters.

WHY WAS HE DETAINED?

A notable development has occurred within the scope of a corruption investigation conducted into the Istanbul Metropolitan Municipality (İBB). 47 people, including İSKİ General Manager Şafak Başa, İBB Deputy Secretary General Arif Gürkan Alpay, Acting İBB Deputy Secretary General Ramazan Gültekin, and Ekrem İmamoğlu's Chief of Staff Kadriye Kasapoğlu, were detained.
