With the signature of President and AK Party Chairman Recep Tayyip Erdoğan, new appointments to certain directorates, embassies, and governorships were made in the Official Gazette published on February 4, 2025. Following this decision, Ali Hamza Pehlivan, who was serving as the Governor of Mersin, was appointed as the President of AFAD. The position he vacated was filled by the appointment of Head of Migration Management Atilla Toros.

WHO IS ATİLLA TOROS?
Atilla Toros was born in Tatvan in 1969. He completed his primary, secondary, and high school education in Tatvan. He began his undergraduate studies at Ankara University, Faculty of Political Sciences, Department of Public Administration in 1985 and graduated in 1989. He completed his master's degree at Kahramanmaraş Sütçü İmam University Institute of Social Sciences between 2002 and 2004. He performed his military service for 8 months between 1996 and 1997.
He began his career in 1990 as a District Governor Candidate at the Bayburt Governorship. After serving as the Acting District Governor of Çanakkale/Yenice, he received training in England for 8 months as part of an international internship. Subsequently, he served as the Acting District Governor of Giresun/Yağlıdere.
Following his District Governor Candidacy process, he served as the District Governor of Kayseri/Özvatan between 1994-1997, the District Governor of Adıyaman/Sincik between 1997-1999, and the District Governor of Kahramanmaraş/Göksun between 1999-2002.
He held the position of Civil Inspector, to which he was appointed in 2002, until 2014. During this period, he served as the Deputy General Manager of Personnel at the Ministry of Health on a temporary assignment between 2003-2006, and as the Manager of the Asylum and Migration Bureau, which was established under the Undersecretariat of the Ministry of Interior between 2008-2013 and tasked with drafting the Law on Foreigners and International Protection and establishing the new migration system to be formed accordingly.
With the entry into force of the Law on Foreigners and International Protection No. 6458 dated April 4, 2013, he was assigned as the General Manager of the Directorate General of Migration Management, which was established under the Ministry of Interior, and was appointed as the General Manager of Migration Management on March 9, 2014.
According to the decision published in the Official Gazette on February 4, 2025, Toros was appointed as the Governor of Mersin.
