YSK redetermines the number of deputies each province will elect
The Supreme Election Council (YSK) has redetermined the number of deputies to be elected by each province and the electoral districts based on 2025 population data. The decision has been published in the Official Gazette.
The Supreme Election Council (YSK), based on the population data as of December 31, 2025, published by the Turkish Statistical Institute (TÜİK), has made changes to the Parliamentary Election Law No. 2839. The YSK has updated the number of deputies each province will elect and the electoral districts. The decision was published in the Official Gazette. According to the decision, a guarantee of 1 deputy was provided for each province out of a total of 600 deputies. The remaining deputy seats were distributed among the provinces according to their population. Multiple electoral districts were created in provinces that elect a large number of deputies.
As a result of the calculation, it was stated that provinces with up to 18 deputies are considered a single electoral district, and that redistricting was carried out for 4 provinces with more than 18 deputies. It was stated that provinces electing between 19 and 35 deputies are divided into 2 electoral districts, while those electing 36 or more are divided into 3 electoral districts. According to this calculation, 2 electoral districts were created for Bursa, which elects 21 deputies, and İzmir, which elects 28 deputies, while 3 electoral districts were created for Ankara, which elects 37 deputies, and Istanbul, which elects 96 deputies.
The decision noted that the YSK took into account population balance, the administrative integrity of districts, geographical proximity, and transportation facilities when determining the electoral districts.
On the other hand, the Güdül district of Ankara was moved from electoral district number 2 to electoral district number 3. The commission report emphasized that this decision by the YSK was taken to ensure that election procedures are conducted more effectively.
