Are neighborhood headmanships in cities a waste?
Since the introduction of E-Devlet, no one goes to neighborhood headmanships to get residency documents. For population records and similar matters, going to the civil registration office is sufficient.
Every document that would be obtained from a neighborhood headmanship (muhtarlık) can be easily printed from the E-Devlet application. In neighborhoods, infrastructure, asphalt, and everything else are already handled by the municipalities.
WHY DOES THE NEIGHBORHOOD HEADMANSHIP EXIST?
Of course, the headmanship is important in villages, and we have headmen who truly do effective work, especially in terms of coordination with state institutions. However, in cities, municipal councils and municipal police could easily handle these tasks without the need for headmen, which would keep the funds spent on headmanships in the treasury. Finally, the fact that many headmen run for office just to obtain a gun license is also evident.
