Attention home buyers and sellers: New date announced for the Secure Payment System!

The Ministry of Trade has announced that the mandatory start date for the Secure Payment System to be used in real estate sales has been postponed. Accordingly, the mandatory implementation date for the system has been rescheduled to December 1, 2026.

In its statement, the Ministry noted that the regulation was prepared to protect buyers and sellers against the risks of fraud and forgery, to reduce the informal economy, and to ensure the secure transfer of sales proceeds. The system aims to ensure the simultaneous exchange of real estate ownership and the sales price.

With the amendment made to the Regulation on Real Estate Trade on April 29, 2026, it was stipulated that if part or all of the payment in real estate sales is made in cash, by wire transfer, or via electronic funds transfer, the sales price must be transferred through the Secure Payment System.

The Ministry reported that technical work is ongoing with the General Directorate of Land Registry and Cadastre (TKGM) to launch the system. The statement noted that the infrastructure for data sharing between TKGM information systems and banks has been prepared, while banks' efforts to establish their own technical infrastructure are continuing.

It was stated that the decision to postpone was made to ensure that the system operates securely and without interruption with all its components, to complete integration processes, and to prevent potential technical or operational problems during implementation.

The Ministry also announced that an amendment has been made to designate an integrator to accelerate data sharing between TKGM information systems and banks, as well as the establishment of the technical infrastructure. Once bank infrastructures are ready, a pilot application of the system is also planned.

The statement included the following remarks:

"Technical work required for the implementation of the system is being carried out intensively in cooperation with the General Directorate of Land Registry and Cadastre (TKGM). In this context, the technical infrastructure for data sharing between TKGM information systems and banks has been prepared, and work regarding the establishment of banks' technical infrastructures is ongoing.

In this context, it has been decided to reschedule the mandatory implementation start date of the system to 01.12.2026 through a regulation amendment, in order to ensure that the system functions effectively, securely, and without interruption with all its components, to complete the technical infrastructure and integration processes between relevant stakeholders, to prevent potential technical and operational problems in practice, and to allow relevant institutions, organizations, and industry stakeholders to complete necessary preparations.

Furthermore, an amendment has been made to designate an integrator to facilitate and accelerate the sharing of data between TKGM information systems and banks and the establishment of the technical infrastructure. On the other hand, it is envisaged that a pilot application for the system will be launched once bank infrastructures are ready."
