BRSA's credit card regulation begins: How will limits be reduced?
As the deadline set by the BRSA for banks expires, a new calculation period for credit card limits is beginning. The total limit across all banks will be taken as the basis, and limits exceeding 400,000 TL may be reduced based on income and 2025 spending averages. Education and healthcare expenses will be excluded from the regulation.
The deadline granted to banks by the Banking Regulation and Supervision Agency (BRSA) expires on Monday. From this date forward, credit card limits will be updated in accordance with new criteria.
In the new practice, the total credit card limit across all banks, rather than individual cards, will be taken as the basis. If the total limit remains below 400,000 TL, no changes will be made.
WHAT HAPPENS IF THE TOTAL LIMIT EXCEEDS 400,000 TL?
If the total limit of credit cards obtained from multiple banks exceeds 400,000 TL, income status and spending history will come into play. For users whose income does not support this limit, reductions may be applied to their card limits.
For example, if a person has a total credit card limit of 600,000 TL and their income is insufficient, the limit will be redetermined. In this assessment, spending averages for the year 2025 will be taken into account.
A PORTION OF UNUSED LIMITS WILL BE CANCELLED
For a cardholder with 400,000 TL in annual spending but a 600,000 TL limit, 50 percent of the unused 200,000 TL portion will be cancelled. In this case, the total credit card limit will be reduced to 500,000 TL.
INCOME DOCUMENTATION REQUIREMENT FOR LIMIT CALCULATION
Under the regulations, banks are required to base credit card limits on the customer's net monthly income. The BRSA has requested that all credit card limits be brought into compliance with income-verifying documents by the beginning of 2027.
EXEMPTION FOR EDUCATION AND HEALTHCARE EXPENSES
Within the scope of the new regulation, education and healthcare expenses will be exempt from limit restrictions. The agency has notified banks via an official letter that these expenditure items will not be affected by the credit card limit regulation.
