Sharing his thoughts on the 2025 budget on his social media account, Karabat stated that public institutions are making uncontrolled expenditures.
Emphasizing that nearly 12 trillion liras in taxes will be collected in 2025, Karabat said, "Public administrations will spend the budget created with taxes collected from citizens. But how? By turning every public institution into an employment office for the AKP, the AKP has shattered the institutional structure of the state. From public banks to embassies, from governorates to schools, positions and official vehicles are being offered to AKP members. As a result, public institutions are making uncontrolled expenditures."

“With the 2025 budget, the AKP is saying, 'I will continue to make uncontrolled expenditures.' Turkey is in a deep economic crisis, while the AKP is only concerned with maintaining its own comfort. Before the 2025 budget, let us reveal the dire state of public administrations. The AKP has prepared the 2025 budget. The budget proposal will soon come to Parliament, and we will discuss its details. Nearly 12 trillion liras in taxes will be collected. Public administrations will spend the budget created with taxes collected from citizens. But how? By turning every public institution into an employment office for the AKP, the AKP has shattered the institutional structure of the state. From public banks to embassies, from governorates to schools, positions and official vehicles are being offered to AKP members. As a result, public institutions are making uncontrolled expenditures.
The Court of Accounts examines 445 public administrations, and they are required to publish activity reports. When we look at the 2023 Court of Accounts reports, we see that six of them did not even bother to publish a report. 58 public administrations did not include basic financial statements and explanations regarding these statements in their activity reports. 278 administrations did not provide explanations for the deviations that occurred between budget targets and actual results. It was observed that dozens of the administrations that did submit reports prepared incomplete ones. Resources such as special appropriations, foreign project loans, donations, and aid are absent from the activity reports. It even emerged that 16 administrations provided false information. It is possible to multiply these examples. Despite its powers being curtailed, the Court of Accounts made these findings. Imagine if an independent audit institution were auditing public administrations; who knows what would come out.
The Palace's only concern is spending money without control. They do not care what kind of hardship the citizens are suffering. The budget, meaning the money collected from citizens, is being spent arbitrarily by public institutions. The AKP does not want these to be audited. At the point we have reached, there is a collapse in public responsibilities, especially in education and health. The AKP is trying to cover up the waste in the public sector with the defense industry this time. They want failures to go undiscussed through demagogic rhetoric. 2025 must be the AKP's final budget. Because Turkey can no longer get anywhere with this hypocritical and profiteering mindset.”
