Date clarified for citizenship salary: Will retirees be able to benefit?
The calendar for the "citizenship salary" program, defined as the Income Complementary Family Support System, has begun to take shape. With the system planned to be launched in June, it is envisioned that support will be provided to households whose income level remains below a determined threshold. The model is targeted to be implemented as a pilot in 2026 and expanded nationwide in 2027. Under the regulation, retirees will also be included in the support mechanism.
The scope and implementation calendar for the Income Complementary Family Support System, known in the public eye as the "citizenship salary," have begun to take shape. The new model is targeted to be launched in June.
It is stated that the Ministry of Family and Social Services and the Ministry of Labor and Social Security are working on the new system in coordination with relevant institutions, primarily the Ministry of Treasury and Finance. It is also reported that the model has been brought to the agenda of the Economic Coordination Council (EKK).
SOCIAL ASSISTANCE TO BE CONSOLIDATED UNDER ONE ROOF
According to a report by the pro-government newspaper Sabah, the new regulation aims to address existing social assistance programs collectively and bring the income of households in need closer to a certain threshold level. In this context, it is planned to introduce an income-complementary mechanism in addition to current support programs.
PILOT IMPLEMENTATION PLAN
In the assessments of Vice President Cevdet Yılmaz, it is stated that the goal is to first implement the system as a pilot in limited regions and then expand it nationwide as of 2027. It is also reported that submitting the framework for the implementation to Parliament as a legislative proposal is on the agenda.
RETIREES WILL ALSO BE INCLUDED
The new system envisions defining a minimum income level for every household. It is planned to provide state-funded income support to households with income below this level to cover the difference. In addition to income support, it is expected that various social assistance programs will continue.
If the regulation is implemented, the current practice of increasing the lowest pension payments every year in January and July may be reconsidered.
