Date set for citizenship salary: How will the system work?

A timeline for the nationwide rollout of the Family Income Supplement System, commonly referred to as the "citizenship salary," has emerged. According to a report in Dünya Gazetesi, the system, which is currently being implemented in pilot regions, is planned to be launched across Turkey starting from the beginning of 2027.
The initiative, which is reported to be carried out in partnership with the Ministry of Labor and the Ministry of Family and Social Services, is planned as a social support model based on household income. In practice, it is envisioned that the difference between the income of households falling below a set threshold and the determined amount will be covered through social support.
HOW WILL THE SYSTEM WORK?
According to the planned model, the support will not be a flat payment to everyone, but will be based on the principle of supplementing the difference between the total household income and the minimum wage. If the household income remains below the determined threshold, the difference is planned to be covered by state support.
For example, it is envisioned that the income of a person living alone whose income is below the minimum wage will be raised to the minimum wage level through the support provided. It is stated that in this calculation, the total income of the household will be taken into account rather than individual payments.
It is also evaluated that the system could have consequences for segments expecting gradual retirement. It is suggested that raising household income to a certain level could influence the attitudes of individuals who request early retirement due to livelihood concerns.
If the application begins nationwide, the goal is to complete the missing amount for households whose income remains below the determined limit through social support. However, details regarding the exact scope, implementation principles, and application conditions of the system are expected to be clarified through official regulations.
