Changes have been made to the Social Security Institution (SGK) and tax debt limits considered for participation in public tenders. With a regulation by the Public Procurement Authority (KİK), the existing 5,000 TL threshold has been increased 10-fold to 50,000 TL.
The amendment to the General Communiqué on Public Procurement was published in the Official Gazette dated October 16, 2026. The regulation will enter into force 30 days after its publication date.
With the increase in the monetary thresholds in articles 17.3.2 and 17.4.1 of the communiqué, the new limit will be taken as the basis for assessments regarding debt status in the public tender participation process.
The regulation also clarified the provisions to be applied for tenders that have already begun. Accordingly, tenders for which an announcement or written notification was made before the amendment enters into force will be concluded according to the provisions of the old communiqué that were in effect on the date the announcement was made.
The President of the Public Procurement Authority will be responsible for the execution of the new practice.
