The details of the deferral interest issue, as evaluated by economist Prof. Dr. Duran Bülbül, are as follows:

While the delay surcharge rate applied to public receivables has been set at 3.5%, the deferral interest rate has been increased from 24% to 36% annually.

The Presidential Decree regarding the Redetermination of the Delay Surcharge Rate Applied to Public Receivables has been published in the Official Gazette.

According to the decree, the delay surcharge rate stipulated in Law No. 6183 on the Procedure for the Collection of Public Receivables has been set at 3.5% to be applied separately for each month.

Meanwhile, the Collection General Communiqué of the Revenue Administration of the Ministry of Treasury and Finance has also been published and entered into force.

Accordingly, the deferral interest rate applied to public receivables, which was 24% annually, has been set at 36% as of today.

For public receivables to be deferred based on applications made before today, and for public receivables that were deferred before the publication date of the communiqué and are being paid in accordance with the deferral conditions, the old deferral interest rate (24%) will continue to be applied from the date of application, provided they are paid in accordance with the deferral conditions.

Similarly, in cases where a deferral request was made before today and the request was accepted and the public receivables were deferred, but the deferral was violated, and a new deferral is granted upon new requests (the deferral is considered valid), the old deferral interest rate (24%) will apply until today, while the 36% deferral interest rate will be valid for installment amounts that must be paid after today.
