Latest on phased retirement: Is there a new right in effect for those with insurance entry between 2000-2008?
There is a proposal in Parliament for the phased retirement awaited by those left outside the scope of the EYT, but there is no new regulation currently in effect.
The topic of phased retirement, closely followed by employees who were left outside the scope of the EYT regulation, is back on the agenda. In particular, those who started their insurance after September 8, 1999, are demanding that the retirement age and premium day requirements be determined in a phased manner based on the date of entry into employment.
However, as of the latest situation, there is no law currently in effect that grants a direct right to phased retirement to those who had insurance entry between 2000 and 2008. For this reason, age and premium tables circulating on social media or various platforms should not be considered as official retirement requirements.

PARLIAMENTARY PROCESS AND CURRENT CONDITIONS
The demand for phased retirement has been brought to the agenda of the Grand National Assembly of Turkey (TBMM). The legislative proposal submitted on March 3, 2025, aims to introduce a phased retirement regulation for workers, civil servants, and contract personnel. It is stated that the current stage of the proposal in Parliament is at the committee level.
Not only legislative proposals but also written parliamentary questions have been submitted to the TBMM regarding the issue. Nevertheless, as of August 14, 2026, there is no finalized legal regulation that has put phased retirement into effect.

According to current Social Security Institution (SGK) rules, two main paths stand out for those who were first insured under the 4/a category between September 8, 1999, and April 30, 2008. Individuals in this group can retire by completing 7,000 premium days and the age requirement, or by simultaneously meeting the 25-year insurance period, at least 4,500 premium days, and the age requirement.

In this context, an age requirement of 58 for women and 60 for men is applied. If a new legal regulation is enacted, which insurance start dates will be included, as well as the retirement age and premium day requirements, will be clarified by law.
Therefore, there is no finalized new phased retirement calendar for those with insurance entry between 2000 and 2008 as of today. Employees should base their retirement calculations on current SGK provisions and official regulations.
