The Ministry of Trade has postponed the mandatory implementation date of the Secure Payment System, which aims to ensure that payment and title deed transfer occur simultaneously in real estate sales. The mandatory transition date, previously set for July 1, 2026, has been moved to October 1, 2026.

The regulation aims to protect both the buyer and the seller during residential and other real estate transactions, and to reduce the risks of payment-related disputes and fraud. With the system, it is expected that the sale price will be transferred through a secure infrastructure and proceed in alignment with the title deed transfer.

Real estate sector representative Mustafa Hakan Özelmacıklı stated that the postponement is appropriate for completing technical preparations. While expressing that the system is a long-needed trust mechanism, Özelmacıklı emphasized that all stakeholders in the sector must be included in the process for the application to be successful.

According to Özelmacıklı, authorized real estate businesses should be among the natural stakeholders of the system as they manage a significant portion of real estate sales processes. It is assessed that integrating service fees into the secure payment infrastructure could secure collection processes and contribute to the registered economy.

Sector representatives are of the opinion that payment security alone will not completely eliminate the informal economy. Tax regulations that would encourage the declaration of actual sale prices, title deed fees, capital gains tax, and solutions for installment or project-based sales are also highlighted as prominent topics for the effectiveness of the application.

According to the new schedule, the mandatory implementation is planned to begin on October 1, 2026. By this date, it is expected that technical integrations will be completed and the application details that will increase the security of the parties in sales processes will be clarified.
