A new era in public tenders: Starts on August 1!

Minister of Treasury and Finance Mehmet Şimşek responded to written parliamentary questions from deputies regarding public tenders.

According to a report by the pro-government newspaper Türkiye Gazetesi, Minister Şimşek stated that all processes, from the submission of bids for public procurement to the presentation of explanations for excessively low bids, as well as the signing and execution of contracts, in addition to exceptional cases and direct procurement transactions, will now be conducted digitally via EKAP.

NEW REGULATION COMES INTO EFFECT ON AUGUST 1

Şimşek announced that the "Regulation on the Implementation of Public Procurement in an Electronic Environment," prepared to increase participation in public tenders and strengthen the competitive environment, will enter into force as of August 1.

Minister Şimşek also recalled the following statement included in the Medium-Term Program covering the 2024-2026 period:

“Public procurement legislation will be updated with a purchasing approach that supports and prioritizes digitalization, innovation, and sustainability in a way that is compatible with international norms and standards.”

In this direction, Şimşek stated, “Within this framework; a regulation will be made to increase transparency and accountability in public procurement and strengthen the unity of practice, and to redefine the purchasing approach based on competition, efficiency, sustainability, and equal opportunity in a way that is suitable for changing and developing needs and that will increase the use of the open tender procedure.”
