Proposal in Parliament: Record fines coming for traffic speed limit violations

The new traffic fine regulation, which was announced as being prepared to prevent traffic accidents but has drawn comments that it aims to close the budget deficit, will be discussed in the Grand National Assembly of Turkey this week. If the proposal becomes law, there will be significant increases in many fines. Furthermore, as of January 1, 2026, fines will be increased once more by 25 percent according to the revaluation rate.

TOLERANCE FOR SPEEDING FINES IS BEING REMOVED

According to the legislative proposal, the current 10 percent tolerance for drivers who exceed the speed limit will be completely removed. With the new regulation, speeding fines will gradually increase up to 30,000 TL.

Article 14 of the proposal reorganizes the penalty ranges to be applied to speed violations. The lower limit, which is currently 2,167 TL, and the upper limit, which is 9,267 TL, will start from 2,000 TL and go up to 30,000 TL under the new regulation.

Moreover, one day after the proposal enters into force on December 31, 2025, that is, on January 1, 2026, the fines will increase by 25 percent with the revaluation rate, and the upper limit will become 37,500 TL. Thus, a significant increase in fines will occur within 24 hours.

NEW SPEEDING FINES WILL BE APPLIED GRADUALLY

According to the new regulation, the fine amounts to be applied based on the speed limit will be as follows:

Within residential areas:

• For exceeding by 6-10 km/h: 2,000 TL
• For exceeding by 36-45 km/h: 15,000 TL
• For exceeding by 46-55 km/h: 20,000 TL
• For exceeding by 56-65 km/h: 25,000 TL
• For exceeding by 66 km/h and above: 30,000 TL

Outside residential areas:

• For exceeding by 11-15 km/h: 2,000 TL
• For exceeding by 31-40 km/h: 12,000 TL
• For exceeding by 41-50 km/h: 15,000 TL
• For exceeding by 51-60 km/h: 20,000 TL
• For exceeding by 61-70 km/h: 25,000 TL

In addition to these fines, the driver's licenses of those who exceed the speed limit will be temporarily confiscated for between 30 and 90 days.

PROPOSAL FROM THREE AKP DEPUTIES

The legislative proposal regarding amendments to the Highway Traffic Law was submitted to the Speaker of the Grand National Assembly of Turkey by AKP Çorum Deputy Yusuf Ahlatcı, Afyonkarahisar Deputy İbrahim Yurdunuseven, and Kütahya Deputy Adil Biçer.

Although the justification for the proposal states that the goal is to "increase traffic safety and reduce accidents," criticisms are intensifying that the high increase in fines is a step aimed at closing the budget deficit.
