Published in the Official Gazette: Ministry approval required for simit and bread prices

The "Regulation on Amending the Regulation on Price Tariffs for Goods and Services Produced by Tradespeople and Artisans," prepared by the Confederation of Turkish Tradespeople and Artisans, has been published in the Official Gazette and entered into force.

HOW WILL TARIFFS BE PREPARED?

According to the new regulation, price tariffs for all goods and services offered by tradespeople and artisans will first be created by the chambers to which they are affiliated. The prepared lists will be forwarded to the boards of directors of the unions to which the chambers belong. Chambers will perform the necessary cost calculations, taking into account the upper limits in previous period tariffs, and will submit the new tariffs to the union for review along with the documents related to these calculations.

COST ACCOUNTING REQUIREMENT

Tariff applications that do not include a cost calculation will not be accepted. Price tariffs approved by the union board of directors will be notified to the municipality, the local administrative authority, and the relevant chamber within 7 days and will be valid from the date of notification.

For tariffs not subject to the opinion of the Ministry of Trade, if no application is made to the conciliation commission by the local administrative authority or the municipality within 15 days of notification, the tariff will enter into force. During this period, existing tariffs will continue to be applied.

APPROVAL PROCESS FOR SIMIT AND BREAD PRICES

Tariffs regarding simit and bread prices will be approved by the relevant union after obtaining the positive opinions of the Turkish Bakers Federation and the Ministry of Trade. Tariffs that have received Ministry approval cannot be challenged before the conciliation commission, and said tariffs will be valid from the moment of the union's notification to the local administrative authority, the municipality, and the relevant chamber.

MINISTRY MAY REQUEST JUSTIFICATION

If the Ministry's opinion is negative, the tariff request will be sent directly to the relevant local administrative authority to be evaluated by the conciliation commission. Applications submitted to the Ministry will include cost items and justifications, along with the opinion of the Turkish Bakers Federation.

The local administrative authority will convene the conciliation commission within 15 days of receiving the Ministry's negative opinion. The commission will make its final decision regarding the tariff request.

INFLATION TARGETS WILL BE CONSIDERED

In the decision-making process, the commission will take into account the socioeconomic conditions of the region, current costs, average profit margins, and the inflation targets included in the Medium-Term Program. The new tariff will enter into force upon notification of the decision to the relevant parties.

If local administrative authorities or municipalities do not find the tariffs that are not subject to the Ministry's opinion—and which have been approved and notified to them by the union—to be appropriate, they may object to the conciliation commission within 15 days of notification. The commission will convene within 15 days after the objection to make its final decision. Tariffs that are not found appropriate will not enter into force, and existing prices will continue to remain valid.
