Citizens with General Health Insurance (GSS) debt will not be able to benefit from healthcare services as of January 1, 2025. It is claimed that a regulation for citizens with GSS debt will be included in one of the omnibus bills that the AKP will submit to the Grand National Assembly of Turkey (TBMM).

In order for citizens without any health insurance to benefit from healthcare services, the General Health Insurance (GSS) system was introduced on January 1, 2012, replacing the 'green card'.

Citizens covered under GSS are required to pay 3 percent of the minimum wage amount as a premium.

This amount, which was set at 600 liras in 2024, can be waived for those who declare they do not have the ability to pay, allowing them to receive healthcare services without paying a fee after undergoing a means test.

Last September, the Social Security Institution (SGK) notified 9 million people covered under GSS who have outstanding debts via SMS that enforcement proceedings had been initiated.

Citizens with debt will not be able to benefit from healthcare services as of January 1, 2025.

A REGULATION MAY BE COMING FOR THOSE WITH GSS DEBT

According to a report by the Türkiye newspaper, which is known for its proximity to the government, it is being discussed that a regulation for citizens with GSS debt will be included in one of the 'omnibus bills' that will come to the Parliament's agenda.

Another option is to extend the period for those with GSS debt to benefit from healthcare services through a Presidential Decree.

Last year, the period for citizens with premium debts to receive healthcare services from public hospitals was extended until December 31, 2024, by a Presidential Decree.
