Millions of people receiving social assistance may be subject to an investigation by the Ministry of Finance. Women who continue to live with their former spouses despite being divorced and who receive orphan's pensions will be identified, and their access to social assistance will be blocked.

Those who do not seek employment despite being capable of working and those who work off the books to continue receiving assistance will also fall under the radar of the Ministry of Treasury and Finance. Individuals receiving assistance in this manner will be encouraged to join the workforce. In this practice, where İŞKUR will also be involved, vocational counselors will play an active role. Furthermore, training and vocational development activities will be expanded to ensure the employability of social assistance beneficiaries.

The number of citizens struggling to make a living and surviving on aid is increasing every year. While 3.2 million households received social assistance in 2017, this number reached 4.99 million in 2023. In the last 4 years, the number of households receiving social assistance has increased by 1.7 million. One in every 5 households has become a recipient of social assistance. The ratio of these individuals to the population rose from 13.7 percent in 2017 to 18.4 percent in 2023.
