Those who delay their title deed transfer are in trouble: Fees will triple in 2026

A regulation passed in the Grand National Assembly of Turkey (TBMM) will cause property taxes and title deed fees to skyrocket in 2026. Those who do not obtain their title deeds by the end of the year may face triple the fees.

A new regulation passed by the General Assembly of the TBMM anticipates a major increase in property taxes and title deed fees as of 2026. With the law, an upper limit has been set for the tax values of buildings and land for the year 2026. Accordingly, the values used to calculate property tax can be set at a maximum of three times the 2025 tax value.

This change is of critical importance, especially for citizens who have purchased a home but have not yet completed the title deed transfer. Experts state that those who leave their title deed transactions until after December 31, 2025, will face much higher fees.

EXPECTATION OF A THREEFOLD INCREASE IN TITLE DEED FEES

Certified Public Accountant Abdullah Tolu reminded that title deed transfers should normally be carried out based on the actual sale price. However, noting that the fair value base used for property tax is still used in many transactions, Tolu said that for this reason, title deed fees will rise significantly in 2026.

To explain with an example: A residence with a property tax value of 3 million TL for 2025 could have a maximum taxation value of 9 million TL in 2026. This means that the title deed fee, which is currently a total of 120 thousand TL, will rise to 360 thousand TL in the new year. The amount in question will be covered by the buyer and seller as 180 thousand TL each.

WARNING TO COMPLETE TITLE DEED TRANSACTIONS BY YEAR-END

Expert Abdullah Tolu stated that homeowners who delay their title deed transactions should make a comparison by taking into account the new tax values that will be valid in 2026. He drew attention to the importance of completing transactions before the year ends to avoid paying higher fees.

Furthermore, property tax values will be increased in 2027, 2028, and 2029 by adding the revaluation rate to the previous year's tax value.
