The Ministry of National Education (MEB), with a regulation change made on October 14, added the situation frequently encountered in preschool education—often described as registration fees—to the regulation, giving it an official cover and introducing the practice of “collecting a contribution fee to support the basic needs of children during the time they spend at school, their self-care processes, and the implementation of the educational program.”

CHP Hatay Deputy Nermin Yıldırım Kara brought the issue to the Grand National Assembly of Turkey (TBMM). 

According to the report in Cumhuriyet, the response sent to CHP's Kara by the ministry argued that “preschool education is optional, contribution fees are also collected in other countries, and it does not strain the economic situation of families.”

Kara reacted by saying, “To officialize the ordeal of the contribution fee is to say to a segment of the citizens, ‘Your child cannot receive preschool education.’ No one can be deprived of education and training.”

Furthermore, it is known that in past periods, making payments to public schools under the name of 'contribution fees' was irregular.
