Signal of change from the Ministry of National Education for the 4+4+4 system

Discussions on the future of the 12-year compulsory education system in Turkey have been brought to the agenda with a newly organized workshop. At the workshop held under the leadership of Enstitü Sosyal, ideas were exchanged around the question, "It shouldn't be compulsory, but how should it be?" The workshop, organized under the title "The Transformation of High School Education in Turkey," addressed the structure of the current high school education system and discussed how a radical change in vision could be possible.

According to the report by the pro-government newspaper Türkiye Gazetesi, representatives from the Ministry of National Education, academics, representatives of non-governmental organizations, education researchers, education management experts, teachers, and school administrators participated in the workshop.

The opening speech of the program was delivered by Deputy Minister of National Education Dr. Ömer Faruk Yelkenci. In his speech, Yelkenci made evaluations regarding the current 4+4+4 education system. It was stated that criticisms regarding the system, especially its last four years, have intensified.

Yelkenci noted the following regarding the issue:

“The issue that something needs to be done about the last four years of the 4+4+4 system has been voiced by many circles recently. There is a general consensus that there is a problem at this point. However, we need to approach this matter with extreme caution. This is not an issue limited only to the duration of education levels; it has a much wider sphere of influence. It is believed that the discussion needs to cover many parameters.”

Touching upon comments regarding alternative models such as "1+3" and "2+2" frequently mentioned in media outlets, Yelkenci stated that as the Ministry of National Education, they do not yet have any engagement on this matter. It was emphasized that they want the process to be shaped in light of social debates and expert opinions.

Yelkenci continued his words as follows:

“We believe that comprehensive evaluations should be made for possible changes and that the most accurate result should be found. There are many parameters that determine the outcome in education policies. For this reason, well-designed programs are needed. Platforms like today's meeting contribute to this goal. Such meetings are supported by our ministry.”

At the workshop, different suggestions were voiced regarding how compulsory education could be made more flexible and effective at the high school level. Educators emphasized topics such as guiding students according to their interests and skills, and diversifying vocational and academic options.

While participants pointed out the necessity of conducting the process regarding the scope, duration, and content of compulsory education with multiple stakeholders, it was stated that the final report would be presented to the Ministry of National Education in the coming days.
