Claim from Abdulkadir Selvi regarding 'Qandil': Will trustees be appointed to 38 more municipalities?

Hürriyet columnist Abdulkadir Selvi has claimed that, following the appointment of trustees to Mardin, Batman, and Halfeti, as well as the CHP-run Esenyurt, it has been determined that 38 DEM Party mayors were 'determined by Qandil'.
'REGARDING OTHER MAYORS WITH LINKS TO THE PKK...'
In his column, Selvi stated the following regarding the trustees, noting that the 'evaluation is ongoing':
"Before the local elections, a message was sent to the DEM Party: do not nominate candidates who have problems with the state, who have ongoing trials, or who have connections to Qandil, as determined by the PKK. It was said that if you nominate names that have no affiliation or relationship with the PKK, they will be able to continue their duties.
But because the DEM Party does not have control over its own will, they could not achieve this. Qandil nominated names who have affiliations and relationships with the PKK, who have ongoing court cases due to the PKK, and against whom investigations have been opened.
The DEM Party won 3 metropolitan, 7 provincial, and 65 district municipalities in the region. In the CHP, the relationship of Esenyurt Mayor Ahmet Özer with the PKK is now a matter of judicial proceedings.
It has been determined that 38 of the DEM Party's mayors were determined by Qandil. It is said that the number of mayors who have affiliations and relationships with the PKK, who have ongoing trials, and against whom investigations have been opened is 38.
Among these, trustees have been appointed to Hakkâri, Mardin, Batman, and Hilvan. The evaluation regarding other mayors who have relationships with the PKK is ongoing."
