With the "verified listing" regulation implemented by the Ministry of Trade becoming fully mandatory, real estate listings currently published on portals will remain online; when the period for these listings expires, an authorization check will be carried out through the system.
Details have been announced regarding the Electronic Listing Verification System (EİDS), which was put into practice as of Sept. 15 and will become mandatory on Jan. 1, 2025.
The 10 questions and 10 answers about the regulation are as follows:
1 - How can it be understood that a listing has been verified through the system?
All listings with a verified listing logo next to them will be served as having undergone authorization verification.
2 - How will individual listings be posted?
At the stage of posting an individual listing, the immovable property number will be entered in the relevant field on the listing platform's page. The system will automatically check ownership and kinship, and if the person posting the listing is the owner of the immovable property, their spouse, or one of their first- or second-degree blood relatives, the standard listing procedure will be completed and the listing will be entered.
3 - How will listings be posted by real estate businesses?
Real estate businesses will need to hold a real estate trade authorization certificate in order to enter listings. It will be mandatory for the real estate agent to have been authorized by the property owner via e-Devlet. The system will automatically carry out the authorization check, and if authorization exists, the normal listing procedure will be completed and the listing will be entered. Real estate businesses will need to obtain the immovable property number from the property owner.
4 - How will a listing be posted for an immovable property without a title deed record?
Listings for immovable properties without a title deed record may be posted without being included in the system. When entering listings for immovable properties without a title deed record, the "I do not have a title deed" option will be selected on the listing platform. Housing projects for which condominium servitude has not yet been established, housing projects by TOKİ and Emlak Konut Gayrimenkul Yatırım Ortaklığı AŞ, and immovable properties such as squatter houses will be considered in the category of those without a title deed.
5 - Can the authorization given for an immovable property be canceled?
The authorization granted can be canceled by clicking the "cancel" button on the "EİDS immovable property listing authorization procedures" screen on e-Devlet. If the authorization granted to the real estate business is canceled, the listing will not be removed from publication; this action will prevent a new listing from being entered or the existing published listing from being renewed when its period expires.
6 - Can the duration of the authorization granted for an immovable property be extended?
The authorization period can be extended by at least 3 months by clicking the "extend the period" button on e-Devlet.
7 - How will listings be posted for immovable properties belonging to foreigners who do not have access to e-Devlet?
Listings to be posted for immovable properties owned by foreign property owners who do not have access to e-Devlet (who do not have a foreign identity number) will not be included in the practice. When entering these listings, it will be marked that the property owner is a person who does not have access to e-Devlet.
8 - Are rental property listings included in the system?
The EİDS authorization verification practice will be mandatory for both immovable properties for sale and for rent.
9 - Is it mandatory for all shareholders to grant authorization for jointly owned immovable properties?
For jointly owned immovable properties, authorization from only one shareholder will be sufficient.
10 - Will listings that are online be removed when the practice is fully implemented?
There will be no change in the status of listings that are online when the practice is fully implemented. If the publication period of these listings expires, an authorization check will be carried out through EİDS. If a positive response is received, the listing may be published again.
