The French model for smoking bans

Tobacco control bans in Turkey are set to be tightened further. As the Ministry of Health looks at examples in European Union countries to increase the scope of current practices, details of the new regulations have begun to emerge. With the draft bill inspired by France, restrictions on smoking will now be introduced not only in indoor areas but also in outdoor spaces.

In France, smoking is completely prohibited in places such as beaches where children are present, parks, school surroundings, and sports areas. Those who do not comply with these bans face a fine of 135 euros (approximately 7,000 TL). Similarly, a comprehensive ban on outdoor areas is implemented in Spain; terraces, university campuses, bus stops, and outdoor event areas are also closed to smoking. This scope also includes electronic cigarettes and new-generation tobacco products. In Italy, violations of the smoking ban result in fines ranging from 2,000 TL to 12,500 TL. In Sweden, smoking has been banned on restaurant terraces, at bus stops, and at the entrances of public buildings since 2019.

According to a report by the pro-government newspaper Türkiye Gazetesi, the new draft will redefine semi-open areas and introduce new rules regarding distances for smoking. The goal is to protect the entire society and specifically reduce the spread of secondhand smoke. On the other hand, limiting the visibility of tobacco products in public spaces is also among the objectives.

If the new regulation comes into effect, the long-standing indoor smoking ban in Turkey will be significantly expanded. It is noted that this move could mark the beginning of a more determined and interventionist era in tobacco control policies. It is anticipated that the increasing restrictions will have positive effects on public health and significantly reduce secondhand smoke exposure.
